DURATION
September 2026 - March 2028

EMPLOYMENT

The Challenge

Exp Federal is seeking an experienced Site Superintendent to lead field execution for the repair and renovation of secure facilities at Fort McNair. The project includes design-build renovation of sensitive spaces to ICD/ICS 705 and UFC 4-010-05 criteria, with coordinated architectural, structural, mechanical, electrical, fire protection, communications, audio-visual, electronic security, and specialty secure-construction work.

The Site Superintendent will be the senior day-to-day field leader, accountable for production, schedule adherence, trade coordination, site discipline, and compliant execution from mobilization through Government acceptance. The superintendent or an equally qualified alternate must be physically present whenever contract work is being performed.

Principal Areas of Responsibility
• Direct and coordinate daily on-site construction activities, subcontractors, suppliers, deliveries, inspections, and work sequencing across occupied, access-controlled federal facilities.
• Manage day-to-day production against the approved critical path schedule; lead short-interval planning, identify constraints, support schedule updates and recovery plans, and ensure approved manpower or work-hour changes are visible in the field and documented.
• Read and enforce contract drawings, specifications, approved submittals, RFIs, design changes, quality requirements, and secure-construction details; promptly elevate conflicts or changed conditions.
• Coordinate closely with the Project Manager, Quality Control Manager, Site Safety and Health Officer, design team, security personnel, USACE representatives, Government stakeholders, subcontractors, and facility users.
• Support the USACE three-phase quality control process; attend preparatory, initial, follow-up, partnering, schedule, and quality control meetings; verify that definable features of work are ready before release.
• Maintain responsibility for the quality and production of all construction activities at the site, track deficiencies and punch-list work, and participate in final acceptance inspections.
• Implement and enforce the accepted Accident Prevention Plan and Activity Hazard Analyses in partnership with the designated SSHO and QCM; sign required safety documents and immediately correct unsafe or noncompliant conditions.
• Maintain site logistics, access controls, housekeeping, temporary protections, outage coordination, hot-work and other permits, material staging, and protection of historic building elements and ongoing operations.
• Coordinate secure-area work, badging, access, and cleared escorts; protect CUI and follow the project security requirements, DD Form 254 direction, and customer/site procedures.
• Ensure accurate daily field documentation, including manpower, work performed, constraints, inspections, deliveries, incidents, progress, and schedule impacts; provide timely information for RMS/QC daily reporting.
• Attend the preconstruction conference and all required coordination meetings; communicate fluently in English with Government representatives, subcontractors, trades, and project staff.
• Lead the project through commissioning support, training, closeout documentation, punch completion, and final Government acceptance.

Required Qualifications
• Minimum 10 years of construction experience, including at least 5 years as a superintendent on projects of similar size and complexity.
• Demonstrated superintendent experience on federal design-build renovation projects; USACE or Department of Defense project experience strongly preferred.
• Relevant experience with secure ICD/ICS 705 projects, including SCIF or comparable controlled-space construction and multidisciplinary building systems coordination.
• Working knowledge of UFGS 01 45 00.00 10 quality control, USACE three-phase control, EM 385-1-1, OSHA requirements, and federal construction documentation practices.
• Ability to interpret critical path schedules, construction drawings, specifications, submittals, coordination drawings, and secure-construction requirements.
• Proven ability to lead subcontractors and field teams while maintaining safety, quality, schedule, security, and customer-service standards.
• Fluent English reading, writing, and verbal communication skills.
• U.S. citizenship and the ability to obtain and maintain the security clearance and installation access required for the assignment.
• Ability to work full-time on site in Washington, DC and remain on site whenever contract work is in progress.

Preferred Credentials
• Current OSHA 30-Hour Construction credential.
• USACE Construction Quality Management for Contractors certification.
• Active Secret clearance or recent eligibility for a federal security clearance.
• Trade license, degree in construction management or a related field, or equivalent combination of education and field experience.
• Experience with RMS, Primavera P6 or comparable scheduling software, Bluebeam, and Microsoft Office.

Role Boundaries and Project Team

This is the project's senior field-production role. The Site Superintendent collaborates daily with, but does not replace, the separately designated Quality Control Manager and Site Safety and Health Officer required by the contract. The successful candidate must be comfortable operating within independent quality and safety reporting lines while retaining clear authority over field coordination, production, and schedule execution.

What We Offer
• Full-time professional growth and development in a fast-paced, collaborative work culture.
• Health insurance, including medical, dental, and vision coverage.
• Health Savings Account and Flexible Spending Account options, including company HSA contributions where applicable.
• Company-sponsored life, short-term disability, and long-term disability insurance.
• 401(k) employer match, wellness reimbursement, qualified transportation and parking benefits, tuition reimbursement, and generous paid time off.
