Position Description:

CGI Federal is seeking a Site Manager / Senior Contractor Representative to oversee all on site operations in support of a Next Generation Command and Control (NGC2) program for the US Army. This role is responsible for supervising personnel, ensuring contract performance, coordinating daily site activities, and serving as the primary on site interface with senior management and Government representatives. The Site Manager provides leadership, operational oversight, and performance accountability to ensure that all site functions align with contract requirements, mission needs, and organizational standards. This position is ideal for an experienced leader capable of managing a dynamic team and maintaining strong, responsive communication with Government customers.

This position is located in Aberdeen, MD.

Your future duties and responsibilities:

Site Operations Management
. Oversee day to day site operations to ensure efficiency and compliance with contract requirements
. Ensure all on site activities are executed safely, effectively, and in alignment with program objectives
. Address operational challenges and coordinate resolutions with internal and external stakeholders
Personnel Leadership & Oversight
. Manage on site contractor personnel, including assignment of duties and performance monitoring
. Provide leadership, guidance, and mentorship to staff working across diverse functional roles
. Support staffing coordination, personnel scheduling, and conflict resolution
Contract Performance Management
. Monitor and ensure contract deliverables, services, and performance standards are met
. Maintain operational records, status updates, and performance metrics for reporting purposes
. Support audits, inspections, and compliance reviews associated with contract oversight
Customer & Stakeholder Engagement
. Serve as the primary on site representative to Government personnel and senior leadership
. Communicate project status, risks, and operational concerns to customer stakeholders
. Facilitate coordination between contractor teams, Government staff, and program leadership
Coordination & Issue Resolution
. Lead coordination between site functions such as logistics, maintenance, engineering, and operations
. Address and resolve site level issues impacting mission execution or contract compliance
. Ensure timely escalation of critical matters requiring higher level attention
Continuous Improvement & Process Enhancement
. Identify opportunities to improve site operations, processes, or team efficiency
. Recommend process updates, best practices, and operational improvements
. Support development of standard operating procedures (SOPs) and site policies

Required qualifications to be successful in this role:

Education
. AA/AS degree from an accredited college or a 2 year technical school in Business, Program Management, Operations Management, Engineering, or related field
. Substitution option:
- One academic year in an accredited degree related post secondary program may substitute for one year of experience
Experience
. 10+ years of relevant experience supporting operational, technical, or management environments
. Experience supervising personnel and overseeing site level activities
. Experience interfacing with Government customers or senior program leadership
Technical & Leadership Skills
. Strong understanding of site operations, personnel management, and contract reporting
. Ability to manage multiple lines of effort simultaneously in a dynamic environment
. Solid communication skills for interacting with Government representatives and contractor teams
. Experience resolving operational challenges and ensuring compliance with contract standards

Desired qualifications/non essential skills required:
Advanced Management Experience
. Experience overseeing multi functional contractor teams on DoD programs
. Familiarity with contract oversight, quality assurance, or performance management systems
Tools & Systems Knowledge
. Experience with reporting tools, site management systems, or contract management systems
. Proficiency with scheduling tools and operational planning software
Certifications
. PMP, DAWIA Program Management, or similar certifications
. Leadership or management related training or credentials
Additional Skills
. Ability to support readiness reviews, staff briefings, and customer presentations
. Experience developing SOPs, performance metrics, or site specific process improvements
. Strong capability for problem solving and conflict resolution

Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $70,800.00 $156,700.00.
