Project Overview:

Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. Bechtel will design and build Phase 1 of the Ohio One project, a total of 2.5 million square feet, including 600,000 square feet of cleanrooms. Construction will require as much steel as eight Eiffel Towers and as much concrete as the tallest skyscrapers.

Bechtel will strengthen future economic development in the region by partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline.

Job Summary:

The Lead CSA Field Engineer leads the civil, structural, and architectural field engineering team for the site as a whole and reports to the Project Field Engineer. Where a CSA Field Engineer supports a single commodity or workfront, this position owns the discipline across all buildings and areas from a functional management perspective. The lead mentors and guides the CSA field engineers for the site, resolves the technical issues that cross work fronts, and is accountable for work package quality, inspection practice, and code compliance of the scope. The role provides direct and programmatic support to superintendents and craft professionals- work package creation and maintenance, quality control, quantity verifications, material take-offs, material verifications, design change coordination, and general problem solving- all in support of meeting project cost and time schedules.

The project involves a significant civil/structural scope involving both structural concrete, structural steel, civil earthworks, civil transportation, waste water management, and architectural systems.

Major Responsibilities:

• Lead, mentor, and develop the CSA field engineers assigned to the area, including onboarding, technical workshops, and the training curriculum for new field engineers.
• Own the quality and timeliness of CSA work packages, including the multi-cycle review process the field engineering team runs from the initial review through issue for construction.
• Collaborate with engineering teams to address constructability and design challenges related to commodity installations and work sequencing, and represent the field position in design change coordination.
• Provide comprehensive field engineering support to superintendents and project personnel, ensuring adherence to cost and schedule objectives.
• Direct work plan development, material take-offs, material requisitions, quality control inspections and documentation, installation progress reporting, and the resolution of design and construction conflicts on civil/structural commodities.
• Perform and direct civil field engineering activities including inspections, audits, and planning to support the installation of formwork, rebar, concrete, structural steel, architectural commodities, and earthworks.
• Assure procedural compliance for work being completed in the field, and hold a consistent inspection and documentation standard across the area.
• Lead pre-placement readiness reviews and pre-job briefings for major concrete placements and steel erection sequences.
• Lead after-action reviews on CSA quality events and carry the resulting corrective actions to closure.
• Review specifications, purchase orders, subcontracts, inspection reports, delivery schedules, instruction manuals, and technical data to assist and advise on site.
• Oversee, interface, and coordinate with subcontractors and subcontractor work efforts, and assist in the management of subcontract changes.
• Forecast CSA field engineering staffing against the forward work volume and support requisitions and trend documentation when resourcing changes.

Education and Experience Requirements:

• Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience.

Required Knowledge and Skills:

Basic Qualifications

• Demonstrated command of concrete operations and ACI codes and standards, and of structural steel erection and AISC standards.
• Ability to read and understand plans, sections, details, shop drawings, and other design documents.
• Demonstrated ability to lead and develop a team of field engineers across multiple concurrent work fronts.
• Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.
• Must be able to complete and pass a pre-employment drug screen.
• Demonstrated commitment to Environment, Safety, and Health (ES&H). Demonstrated commitment to a Zero Accident safety program.

Preferred Qualifications

• An understanding of applicable Bechtel work processes, including Standard Work Process Procedures, is preferred.
• Experience in semiconductor fabrication facilities is preferred.
• Working knowledge of ACI 301, 318, 117-10, 305R, 306R, CRSI, AISC, RCSC.
• Familiarity with Bechtel Standard Applications (BSAPs), including TEAMWorks, Aconex, DSCS, Unifier, Agile, Navisworks, and other automation tools used on Bechtel projects.
• Experience with Advanced Work Packaging and construction turnover documentation.
• Computer literate in word processing, spreadsheet, and database applications. Excellent communication and problem-solving ability.
