Job Summary This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework. Flexible work hours may be permitted with supervisor approval. This position plans, directs and supervises multiple outreach, shelter, capital, and infrastructure programs in the Homelessness, Housing, and Support Services Administration (HHSSA).This includes the outreach, shelter, capital, and infrastructure related components of multiple homelessness assistance programs (including but not limited to Emergency Services Programs, Emergency Solutions Grant, Shelter Capital, Community Living Infrastructure, and Housing Access Services). This position leads, manages and develops activities that expand innovative initiatives and provides technical assistance to address homelessness and increase housing stability and build the capacity of nonprofits engaged in homelessness response and housing stability efforts. This position directs, supervises and manages information sharing, training and technical assistance.
Some responsibilities include, but are not limited to: - Oversee Homelessness Assistance Programs, including Emergency Services Program, Federal Emergency Solutions Grant, Shelter Facilities Capital, Community Living Infrastructure, and Housing Access Services and other discretionary program processes for HHSSA.
- Exercise supervisor authority and responsibility so that applicable labor agreements and plans are equitably administered and employees effectively perform job duties to achieve the annual objectives of the office.
- Initiate, build and sustain strategic partnerships essential to carry out the mission of the office and advancing policy and program initiatives to increase housing stability.
- Direct and approve the process of reviewing Homelessness, Housing, and Support Services Programs.
- Direct and manage grant making and evaluation components of HHSSA's work to ensure transparency, accountability, and adherence to best practices of programming throughout HHSSA.
Qualifications Minimum Qualifications To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held. Demonstrated leadership experience. Leadership experience can include:
- Experience as a supervisor, lead worker, team lead, project lead;
- Completion of a State of Minnesota leadership program (e.g. ELI, L4);
- A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - Experience must include:
AND Four (4) years providing advisory experience workingin a shelter and housing programs that includes an understanding of national and state trends for low-income citizens and demonstrates the following:
- Working knowledge of housing and shelter programs related to state and federal antipoverty policies, programs, laws and regulations.
- Administration of state and/or federal grant programs along with laws and regulations, including data privacy, related to administering programs and nonprofits.
- Contract requirements, organizational and operational procedures, board governance, results-based management and financial management.
- Program and financial management experience that includes designing and implementing program evaluations.
- Experience working with quantitative and qualitative data for process improvement methods and ability to track efforts to present results.
Preferred Qualifications - Variety of experiences working effectively with others from different backgrounds and cultures.
- Practical understanding of complex anti-poverty policy issues, including an understanding of national and state trends for low-income citizens.
- Knowledge of the structure, function and interrelationships and linkages of Minnesota's complex anti-poverty system sufficient to provide solutions to policy and operational questions is essential.
- Knowledge of process improvement methods and ability to track efforts to present results.
- Familiarity with Legislative processes, procedures and protocols.
- Presentation skills to explore and solicit discussion from a diverse group to stakeholders for facilitation of goal oriented outcomes.
- Experience integrating, coordinating and/or reconciling the interests, mandates, responsibilities, goals and perspectives of a complex and diverse set of stakeholders across agencies and disciplines.
- Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
- Bachelor's degree or higher in social work, psychology, public policy, or another related degree field.
