As the HR Analytics Specialist, you will be on a dynamic team providing technical and programmatic support to the U.S. Navy's Team Submarine Program Offices! Must possess an active U.S. Department of War (DoW) Secret security clearance

Team Submarine unites the Program Executive Officer, Undersea Warfare Systems (PEO UWS); the Deputy Commander, Undersea Technology (SEA 07); Program Executive Officer, Attack Submarine (PEO SSN); Program Executive Officer, Strategic Subs (PEO SSBN) and the Submarine Maintenance Engineering, Planning, and Procurement (SUBMEPP) Activity, once diverse submarine-related commands and activities, into a single "submarine-centric" team. Conceived to increase efficiencies within the submarine acquisition, maintenance, and modernization communities, Team Submarine eliminates traditional "stovepipe" structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.

We are looking for an energetic, enthusiastic and exceptional person to serve as a highly skilled HR Analytics Specialist with strong expertise in SharePoint development, list management, and workflow automation in the Washington, DC area. In this role, you will bridge the gap between HR data analytics and process optimization. The ideal candidate will be responsible for extracting and analyzing HR data to deliver actionable insights, while simultaneously maintaining, updating, and automating our HR data analytics through our SharePoint infrastructure and workflows. This is a hands-on technical role involves working directly with HR staffing and classification team, requiring a blend of analytical mindset, system administration skills, and process automation expertise

In this role, you will:

• Provide input to analysis of programs to determine manpower resources necessary to meet program requirements.
• Utilizes modeling and analytic skills to determine costs associated with those resources. Examines identified personnel requirements and capabilities to optimize workforce and missions.
• Familiar with a variety of field concepts, practices, and procedures.
• Rely on experience and judgment to plan and accomplish goals.
• Performs a variety of complicated tasks, such as:
• Update, restructure, and clean up existing SharePoint lists, document libraries, and metadata columns to support HR processes.
• Design and build new SharePoint lists, custom views, and user forms to capture HR data efficiently.
• Manage and audit user permissions, group access, and security configurations within SharePoint Online to ensure strict confidentiality of sensitive HR data.
• Improve the user interface (UI) and user experience (UX) of our internal HR SharePoint pages.
• Design, build, and troubleshoot automated workflows and SharePoint lists (using Microsoft Power Automate / Microsoft Flow) which assist our HR staffing teams track workload.
• Set up automated email alerts, approval flows, and status updates linked to SharePoint lists.
• Integrate SharePoint Online with other Microsoft 365 applications (such as Teams, Power BI, Outlook, and Power Apps) to create seamless, automated end-to-end solutions.
• Extract, clean, and analyze complex HR datasets from various systems (e.g., payroll, performance, recruiting, demographics).
• Develop and maintain automated HR dashboards, reports, and key performance indicators (KPIs) using tools like Power BI or Advanced Excel.
• Deliver insights and trends related to employee retention, turnover, headcount, and other critical HR metrics to support decision-making.
• Identify data quality issues within SharePoint and connected systems, implementing corrective actions to maintain data integrity.

To be successful in this role, you will have:

• Bachelor's degree in business, technical field, or managerial discipline, or commensurate additional, related experience.
• Must possess an active DoW Secret security clearance.
• Minimum 2 years of experience in HR Analytics, HR Systems Administration (HRIS), Business Intelligence, or a closely related technical HR role.
• Advanced level understanding of DoD and US Navy mission, purpose, function and organization.
• Significant experience related to US Navy programs or operations.
• SharePoint development or Microsoft Power Apps experience.
• Advanced Microsoft Excel skills (Pivot Tables, Power Query, VLOOKUP/XLOOKUP, index-matching, and data formatting).
• Professional experience building interactive reports and dashboards in Power BI.
• M365 Ecosystem: Strong understanding of the broader Microsoft Office 365 environment (Teams, Power Apps, Forms, Outlook).
• To be able to travel 10%.

Desired Education and Experience:

• Knowledge of Navy, NAVSEA or Team Submarine Human Capital policies and processes.
