Position Description & Qualifications

The Facility Security Officer (FSO) is responsible for administering and overseeing the company's National Industrial Security Program (NISP) requirements and security operations supporting Department of the Navy (DON) and other U.S. Government contracts within the Washington, DC region and beyond. The FSO serves as a security advisor to company leadership, government customers, and program personnel while ensuring compliance with the National Industrial Security Program Operating Manual (NISPOM), Department of Defense regulations, customer-specific requirements, and corporate security policies.

The successful candidate will lead all aspects of industrial security, personnel security, classified contract administration, and security education for cleared employees supporting Navy and other defense-related programs.

Must have an active U.S. Department of War (DoW) Secret Security clearance.

In This Role, You will:

Industrial Security Program Management
  • Administer and maintain the facility's security program in accordance with 32 CFR Part 117 (NISPOM), DCSA guidance, and company policies.
  • Serve as the designated Facility Security Officer and primary point of contact with the Defense Counterintelligence and Security Agency (DCSA).
  • Maintain facility security records, accreditation documentation, and required security program documentation.
  • Prepare for DCSA security reviews, self-inspections, and corrective action activities.
  • Ensure compliance with DD254 requirements and customer-specific security directives.

Personnel Security
  • Manage the personnel security program for cleared employees supporting Department of the Navy and other government contracts.
  • Process and maintain security clearances through DISS and related government systems.
  • Submit, track, and adjudicate visit requests, visit authorizations, and clearance verifications.
  • Conduct security briefings, debriefings, indoctrinations, and exit processing.
  • Support employees through the clearance lifecycle, including onboarding, reinvestigations, reporting requirements, and separation actions.

Classified Contract Support
  • Review solicitations, contracts, subcontracts, and DD254s to identify security requirements.
  • Collaborate with program managers and contract teams to ensure proper implementation of contract security requirements.
  • Provide security guidance for proposal efforts, new business captures, and contract start-up activities.
  • Coordinate classified meetings, secure communications, and secure workspace requirements.

Security Education and Awareness
  • Develop and deliver security training and awareness programs.
  • Conduct annual security refresher training and specialized briefings.
  • Promote a culture of security awareness and compliance across supported programs.

Insider Threat and Incident Management
  • Support administration of the Insider Threat Program.
  • Investigate and document security incidents and violations.
  • Coordinate required reporting with DCSA, government customers, and company leadership.
  • Recommend corrective actions and process improvements.

Customer and Leadership Engagement
  • Establish and maintain effective working relationships with Navy security officials, DCSA representatives, government customers, subcontractors, and internal stakeholders
  • Advise leadership on security risks, emerging requirements, and compliance obligations
  • Support executive leadership during audits, inspections, and customer engagements


To Be Successful, You Will Have:
  • An active Secret clearance is required
    • US citizenship required
  • A Bachelor's degree or equivalent combination of education and experience
  • 8 years of Facility Security Officer experience supporting classified government contracts
  • To demonstrate experience administering a NISPOM-compliant security program
  • Experience supporting Department of the Navy, Department of Defense, or other federal customers
  • A working knowledge of DISS and other government security systems
  • Experience with DD254 reviews and classified contract administration
  • A strong knowledge of:
    • NISPOM (32 CFR Part 117)
    • DCSA security guidance
    • Personnel security procedures
    • Insider Threat Program requirements
    • Security education and awareness programs
  • A strong communication, organizational, and customer service skills
  • The ability to manage multiple priorities in a fast-paced environment
  • Must obtain FSO Program Management for Possessing Facilities certification within 6 months of hire
