Position Description & QualificationsSerco is excited to continue our support for the F-35 Joint Strike Fighter Program Office (JPO). This contract provides program management support in support of the full acquisition lifecycle of the F-35 program, to include development, production, and sustainment.
Our
Senior Program Analyst, located at Crystal City, VA, supports the Air Vehicle Test & Evaluation (AV T&E) Program Management Office (PMO), at the F-35 JPO,providing lifecycle cost, schedule, and performance of aircraft, avionics, sensors, weapons integration, and modifications in the F-35 Lightning II Enterprise. The Contractor shall support AV PMO in delivering 5th Generation tactical aircraft to U.S. Services, Partners, and Foreign Military Sales (FMS) customers.
You will be part of a dynamic team of F-35 JPO Program Analysts and Program/Project Managers who works closely with the customer and other key F-35 National Security and Allied stakeholders to deliver quality F-35 systems.
In this role, you will:
- Senior Leadership Team programmatic integration/coordination - Support SLT -level coordination and integration across F-35 Enterprise program to align T&E objectives and products across T&E, PMOs, Functionals and the F-35 Executive Leadership Team (ETMS2, ELT/SLT Staff meetings, War on Costs, Scorecard & Program Management Tool Reviews, etc.).
- T&E Strategy - assist T&E in developing and maintaining a comprehensive T&E strategy aligned with the AV PMO's program objectives, including Block 4 modernization, weapon integration, and Diminishing Manufacturing Sources (DMS) mitigation.
- Requirement-Driven Data Collection - assist T&E to ensure alignment with documented system requirements, F-35 Procedures, tasking management system integration, and data integrity and accuracy. This includes coordinating with the F-35 Enterprise to resolvedata discrepancies and ensure alignment with overall program objectives and data management strategies.
- Event Scheduling and Synchronization: Support T&E in managing test events, ensuring synchronization with PMOs, ITF locations, and other test stakeholders (e.g., Edwards AFB, NAS Patuxent River).
- Test Resource & Program Management - assist T&E in identifying and securing necessary test resources, including aircraft, personnel, flight test instrumentation, and facilities. Provide recommendations for improvements and cost/schedule/performance initiatives.
- Development Foundation Contract (DFC) - assist AV PMO in providing manpower and material support to the Integrated Test Force (ITFs) (Fort Worth, NAS Patuxent River, and Edwards AFB) as well as the Fort Worth and Supplier labs to enable F-35 Development, Sustainment, and Production efforts.
- Developmental Test Viability (DTV) - assist AV PMO in providing life limiting modification and Flight Test Instrumentation (FTI) sustainment support for the Developmental Test fleet aircraft to enable Block 3 and Block 4 testing.
To be successful in this role, you will have:
- The ability to provide onsite support at the F-35 Joint Program Office (JPO) at Crystal City, VA a minimum of 2 days per week, each week. Onsite days in the JPO office may increase to provide onsite support up to 5 days per week to support the needs of the customer. Exact days in office at the JPO must be coordinated with F-35 customer and approved by your Serco manager.
- An active DoD Secret Security clearance.
- A Master's degree and at least 10 years of experience in program management, technical, or business analysis.
- OR a Bachelor's degree and a total of 14 years of experience in program management, technical, or business analysis.
- Experience in program management, technical, or business analysis discipline, related to weapon systems acquisition and life cycle management.
- A minimum of 6 years of recent work experience related to analysis and planning.
- At least 4 years of experience in program management, technical or business analysis.
- At least 3 years supporting a Major Defense Acquisition Program (MDAP).
- Knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical
- aspects of the development, production, deployment, and sustainment of systems, subsystems, and equipment.
- Knowledge of Federal Acquisition Regulations (FAR) for the development of contracts and contract modifications required for the acquisition of logistics supportability products.
- Demonstrated experience in the program/project status, schedules, and DoD reporting.
- Demonstrated knowledge of Service and OSD policy and documentation related to PPBE, life-cycle management of military acquisition programs (as specified in the DoD 5000 series), to include DoD Instruction (DoDI) 5000.2, DoD Directive (DODD) 5530.03, and the International Cooperation in Acquisition, Technology and Logistics (IC in AT&L) Handbook.
- The ability to travel up to 10%.
Additional desired experience and skills:
- Experience of creating products and working in Microsoft Office Suite- Microsoft Word, Microsoft Excel (data types, formulas, and functions in the workbooks), Microsoft Powerpoint, Microsoft Outlook, and Microsoft TEAMS.
- Strong stakeholder engagement skills, including the ability to effectively interface with government teams, prime contractors, and supporting organizations.
- Experience in task management tools such as ETMS2.
- Demonstrated experience supporting the full acquisition lifecycle, including requirements development, acquisition strategy planning, contract package preparation, and post-award performance tracking.
- Strong understanding of DoD acquisition processes, policies, and documentation, with the ability to assist in drafting acquisition strategies, acquisition documentation, and supporting materials for government review and approval.
- Experience coordinating with program leadership, technical teams, engineering organizations, and contracting offices to refine requirements and support program execution.
- Proven ability to manage complex projects involving aircraft or defense system modifications, including planning, scheduling, and tracking execution through completion.
- Familiarity with Developmental Test (DT) and Operational Test (OT) environments, including supporting aircraft modification efforts, test preparation, and return-to-service activities.
