Overview

Bowhead seeks an experienced Program Analyst Journeyman to provide acquisition and budget support to the Family of Small Unmanned Aircraft Systems (FoSUAS) Integrated Product Team (IPT) within AIR PMO (formerly PMA-263) Small Tactical Unmanned Aircraft Systems Program Office.  Position is hybrid but individual must live within 50 miles of NAS Patuxent River, MD.    

Responsibilities

Functional Description: Applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget and schedules. Performs management, technical, or business case analyses.  Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs. Tracks program/project status and schedules.  Applies government-instituted processes for documentation, change control management and data management.

 

Tasking to include but not limited to:

  • Provide acquisition expertise for procuring hardware, software, and services while coordinating the review of planning documents to ensure alignment with policies, procedures, and acquisition strategies.
  • Assist in developing Procurement Initiation Documents (PIDs) and entering into Program Management Tool (PMT). Monitor contracts and associated funding requirements.  Monitor status of PID packages through the procurement process and provide weekly updates for programs.
  • Assist in coordination, entry, and updates to Spend Plan Identification (SPID) information for IPT Leads into the Common Spend Plan Tool (CSPT)
  • Maintain, consolidate, and organize databases of budgetary status information based on information provided through Navy Enterprise Resources Program (N-ERP), Common Spend Plan Tool (CSPT), and the Program Budget Information System (PBIS).
  • Support program procurements by providing acquisition support services through the collection of technical progress reports, cost, schedule, alternative and work around procedures provided by the prime contractors.
  • Coordinate weekly IPT activities, including scheduling and facilitating meetings, updating IPT SharePoint content, and supporting the IPT lead with developing and maintaining program PowerPoint briefs.
  • Manage financial documentation and budget execution by tracking obligations and expenditures, preparing financial briefs and reports, and supporting monthly, quarterly, and midyear reviews with updated spreadsheets, charts, and decision-support inputs.
  • Assist in coordinating evaluations of proposals and Bases of Estimate, as well as follow-on tracking of contract support service performance.
  • Other duties as assigned.

 

Qualifications
  • BS/BA* with 3 to 9 years relevant experience with knowledge or experience with NAVAIR preferred. *Allowable Substitutions may include an Associates Degree plus two (2) additional years of relevant experience, or four (4) additional years of relevant experience in lieu of a degree.
  • Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
  • Knowledge of Program Management Tool (PMT) and Common Spend Plan Tool (CSPT) required.
  • Knowledge of SharePoint and Microsoft TEAMS preferred.
  • Ability to communicate effectively with all in the workforce essential.
  • Must be detailed oriented, organized and a quick learner.

Target salary is $101,000 commensurate with experience

 

Physical Demands:

  • Must be able to lift up to 25 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level.  US Citizenship is a requirement for Secret clearance at this location.
