Full Job Description
The Application Software Developer/Engineer will provide web application software development, deployment, customization, and Operations & Maintenance (O&M) support for several NAL scientific research data applications and other applications built on Commercial Off-the-Shelf (COTS) and open-source software platforms. The successful candidate will support application modernization initiatives, cloud migration efforts, security remediation activities, and ongoing application enhancements while collaborating with government stakeholders and technical teams.
Taks and Duties:
  • Provide web application software development, deployment, customization, and Operations & Maintenance (O&M) support for several NAL scientific research data applications and other applications based on Commercial Off-the-Shelf (COTS) and open-source software.
  • Explore and evaluate appropriate technologies for new and legacy ARS/NAL applications and develop migration or implementation plans.
  • Analyze, mitigate, and document security risks and vulnerabilities identified by the Cyber Support Team.
  • Design, develop, test, deploy, and maintain modern web applications and application enhancements.
  • Support modernization and technology refresh initiatives for legacy applications and systems.
  • Assist with application migration to the Microsoft Azure cloud platform.
  • Collaborate with systems analysts, project coordinators, and stakeholders to evaluate application requirements and define migration strategies.
  • Develop, maintain, and troubleshoot application programming interfaces (REST APIs and GraphQL services).
  • Support application deployments, software updates, testing, troubleshooting, and production releases.
  • Develop and maintain technical documentation related to application architecture, development, deployment, and security.
  • Implement user-centered design principles to improve application usability and streamline business processes.
  • Participate in code reviews and maintain custom code using version control best practices.
  • Utilize containerization technologies to support application development and deployment.
  • Ensure applications comply with federal accessibility requirements, including Section 508 and WCAG 2.x AA standards.
  • Provide technical support and collaborate effectively with cross-functional teams to deliver high-quality software solutions.
Required Qualifications:
  • Bachelor's degree in Computer Science, Information Systems, Software Engineering, or a related technical discipline (or equivalent combination of education and experience).
  • Minimum of 6 years of professional experience developing enterprise web applications.
  • Minimum of 3-4 years of experience working with open-source software and development tools.
  • Experience developing substantial applications using:
    • JavaScript frameworks (Angular preferred)
    • SQL Server and MySQL
    • Python
    • Entity Framework
    • GraphQL
    • RESTful API design and development
    • Linux command-line interface (CLI)
  • Experience migrating applications to the Microsoft Azure cloud platform.
  • Possess a Microsoft Azure certification or the ability to obtain one.
  • Expert knowledge of modern web development standards and best practices.
  • Experience modernizing legacy applications and performing technology refresh initiatives.
  • Graphic design skills or demonstrated proficiency using application design and prototyping tools.
  • Ability to implement user interface and design principles that improve application usability and streamline business processes.
  • Experience using Git and GitHub for version control and source code management.
  • Experience with containerization technologies such as Docker.
  • Experience collaborating with systems analysts, project coordinators, and technical teams to evaluate and define application migration paths.
  • Experience working with relational databases, including MySQL and PostgreSQL.
  • Strong experience working in Linux environments, including command-line utilities and administration.
