Full Job Description
ICF is seeking a senior executive to lead its Enterprise Growth function and help shape the firm's next chapter of growth. Reporting directly to the President, this leader will drive company-wide revenue strategy, strengthen collaboration across operating groups, and advance the business development capabilities required to pursue and win the firm's most important opportunities.

This role spans federal, state and local, commercial, and international markets and carries enterprise-wide influence as a peer to ICF's largest operating group leaders. The right candidate will bring credibility, experience, and strategic vision to align senior executives around growth priorities, improve win performance, and guide investments in people, growth infrastructure, and innovation.

The preferred candidate will available to work out of our Reston VA headquarters on a hybrid schedule. Remote candidates with strong qualifications, experience, and the ability to travel may be considered.

Key Responsibilities:

Growth Strategy

  • Partner with the President and operating group leaders to shape and execute enterprise growth initiatives across all ICF markets.


  • Identify, prioritize, and help pursue the firm's most significant growth opportunities, including large-scale, transformative pursuits.


  • Serve as a trusted advisor to senior leadership on market trends, competitive positioning, capability investments, and go-to-market priorities.


Leadership & Organizational Development

  • Lead enterprise growth capabilities across the full business development lifecycle: pipeline development, capture, proposals, client engagement, sales enablement, price-to-win, and market intelligence.


  • Influence and align senior leaders across a complex, matrixed environment through credibility, trust, and strategic insight.


  • Build and sustain a culture of collaboration, accountability, innovation, and continuous improvement.


  • Develop and mentor growth leaders and teams, strengthening enterprise-wide growth capabilities over time.


Growth Operations & Enablement

  • Drive rigor, consistency, and visibility across pipeline management, capture execution, and proposal quality firm-wide.


  • Equip operating groups with the data, tools, best practices, and insights needed to improve market performance and decision-making.


  • Oversee growth reporting and analytics for executive leadership, Board discussions, and enterprise performance visibility.


  • Guide modernization of growth systems, workflows, and infrastructure that improve insight generation, operational efficiency, and cross-company coordination.


Required Qualifications:

  • 15+ years of progressive leadership experience in business development, growth strategy, or a related field


  • 5+ years of experience improving win rates and growing pipeline through a combination of influence and authority.


  • 5+ years of experience leading and developing a team of business development or growth enablement professionals.


  • Experience shaping and executing market-specific BD strategies for sizeable operating groups or businesses in direct collaboration with C-suite and senior operating executives.


  • 5+ years of experience advising senior leadership on market trends, competitive positioning, and go-to-market strategy across multiple markets or business lines.


  • Tangible experience leading BD modernization initiatives that resulted in measurable improvements in at least one of the following: pipeline velocity, proposal throughput, or win rate.


  • Hands-on experience with price-to-win analysis, market intelligence, and sales enablement as part of a full business development lifecycle.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:
$281,358.00 - $478,309.00
