Senior Utility Operations Manager

Department: Water/Wastewater

Compensation: $75,000 - $100,000 / year

Description

Waggoner Engineering, Inc. is seeking a Senior Utility Operations Manager to join our team in Bossier City, LA. This role supports our continued growth and offers the opportunity to work on (or support) meaningful projects alongside a collaborative, experienced team. The Senior Utility Operations Manager provides technical and operational leadership in support of municipal water treatment, production, and distribution operations and related projects. This position is responsible for supporting safe, efficient, reliable, and compliant operations while providing technical guidance to staff, monitoring project activities, maintaining client communication, and assisting with project delivery and quality control. The role applies extensive water operations experience and sound technical judgment to support regulatory compliance, system performance, equipment reliability, and operational decision-making. The Senior Operations Manager also supports the development of team members and works closely with operational and project leadership to ensure high-quality service to the City of Bossier City and other stakeholders.

Key Responsibilities
  • Maintain and document communication with clients throughout the development and completion of a project.
  • Monitor progress of team members and advise team members of schedules and deadlines.
  • Review schedules and budgets relative to project progress and completion.
  • Conduct project status review checking accuracy of work completed and monitors timeliness of project completion.
  • Attend meetings on project management and maintain project file.
  • Assist Project Managers with any administrative duties concerning completion of assigned project.
  • Assists Project Manager in preparation of engineering studies and reports.
  • Assists Project Manager in assuring quality control procedures are performed.
  • Provide technical guidance and training to members of the project team.
  • Provide project design using sound engineering principles, engineering software, and AutoCAD.
  • Assist in preparation of contract documents, technical specifications, and project drawings.
  • Performs necessary code research.
  • Responsible for the accuracy of each segment of the work and the final check of the work.
  • Responsible for adherence to all applicable codes.


What you'll need
  • High School Diploma or GED required.
  • Associate's or Bachelor's degree in Environmental Science, Engineering, Biology, Chemistry, Water Resources, or related field preferred.
  • Minimum 5 years of progressively responsible water treatment experience.
  • Minimum 3 years of supervisory or management experience in a water treatment facility.
  • Experience managing regulatory compliance, operations staff, and maintenance programs.
  • Municipal water treatment experience preferred.
  • Membrane filtration experience preferred, but not required.
  • Louisiana Department of Health (LDH) Class IV Water Operator certifications in Water Treatment, Water Production, and Water Distribution required, or ability to obtain them within a specified timeframe.
  • Valid driver's license with acceptable driving record.
  • OSHA and safety-related certifications preferred.
  • Thorough knowledge of water treatment processes, equipment, laboratory testing, and process control.
  • Strong understanding of LDH drinking water regulations, monitoring, and reporting requirements.
  • Ability to interpret operational data and make sound process-control decisions.
  • Strong leadership, communication, and team development skills.
  • Experience with budgeting, capital planning, and asset management.
  • Ability to respond to emergencies and serve in an on-call capacity when required.
  • Proficiency with Microsoft Office, SCADA systems, CMMS software, and operational reporting tools.
