Senior Treasury Operations Manager

Overview

We are seeking a highly analytical and strategic Senior Treasury Operations Manager to serve as a key subject matter expert within the Treasury function. This role combines ownership of global treasury operations with advanced financial analysis, investment portfolio management, liquidity planning, risk management, and forecasting responsibilities.
The ideal candidate will bring deep expertise in treasury, accounting, and quantitative finance, along with the ability to independently solve complex business challenges, develop sophisticated financial models, and provide actionable insights to executive leadership. This position will play a critical role in transforming Treasury from an operational support function into a strategic business partner.

Key Responsibilities

Treasury Operations & Cash Management
  • Lead global cash positioning, liquidity management, and cash forecasting activities across domestic and international entities.
  • Oversee daily treasury operations, including cash settlements, bank account administration, signatory maintenance, FBAR reporting, and treasury system administration.
  • Serve as secondary approver for domestic and international disbursements, including foreign currency transactions.
  • Prepare cash position reports, payment analyses, expenditure reviews, and supporting treasury memoranda.


Investment Portfolio Management
  • Monitor short-term investment portfolios across external managers and banking institutions, ensuring compliance with investment policy guidelines.
  • Analyze portfolio performance, yield, duration, credit quality, and counterparty exposure.
  • Develop recommendations related to portfolio optimization and investment policy enhancements.
  • Prepare monthly and quarterly investment reporting, including:
    • NAV validation
    • Fair market value reconciliations
    • Impairment assessments
    • 1940 Act compliance calculations


Forecasting, Analytics & Strategic Finance
  • Develop and maintain short- and long-term cash flow forecasting models.
  • Perform variance analyses comparing forecasted and actual results.
  • Partner with FP&A, Accounting, Tax, and AP teams to support liquidity planning and strategic decision-making.
  • Build and continuously improve quantitative models supporting:
    • Working capital analytics
    • Treasury performance reporting
    • Liquidity planning
    • Risk management activities


Financial Risk Management
  • Monitor and report on interest rate, counterparty, credit, and liquidity risk exposures.
  • Develop liquidity stress-testing models and contingency funding plans.
  • Perform scenario analysis to support:
    • Investment policy updates
    • Debt structure decisions
    • Capital allocation strategies
  • Coordinate debt compliance certification and revolving credit facility covenant monitoring.


Compliance, Controls & Reporting
  • Ensure compliance with SOX requirements and treasury-related internal controls.
  • Coordinate SOC 1 reviews, segregation of duties assessments, and audit support activities.
  • Support GAAP and SEC reporting requirements, including 10-Q and 10-K disclosures related to cash, investments, and debt.
  • Collaborate with auditors on treasury-related requests and documentation.


Leadership & Collaboration
  • Provide technical guidance and mentorship to Treasury team members.
  • Partner with Accounting, FP&A, Tax, Legal, AP, banking partners, investment managers, and auditors.
  • Lead treasury process improvement initiatives and special projects.


Required Qualifications
  • Bachelor's degree in Finance, Accounting, Economics, Treasury Management, or related field.
  • 7+ years of progressive Treasury, Corporate Finance, or Investment Management experience.
  • Strong experience in:
    • Cash management and forecasting
    • Liquidity planning
    • Investment portfolio analysis
    • Financial modeling
    • Treasury operations
  • Experience supporting SOX compliance and internal controls.
  • Knowledge of GAAP financial reporting and treasury accounting.
  • Advanced Excel and quantitative analytical skills.
  • Ability to work independently and influence Senior leadership.


Preferred Qualifications
  • Master's degree in Finance or Accounting.
  • 5+ years of experience within a publicly traded pharmaceutical, biotechnology, or life sciences organization.
  • Prior supervisory, mentorship, or team leadership experience.
  • Professional certifications preferred:
    • Certified Treasury Professional (CTP)
    • Certified Public Accountant (CPA)
    • Chartered Financial Analyst (CFA)
  • Experience supporting SEC reporting and treasury disclosures (10-Q/10-K).
  • Strong knowledge of SOX controls, audit requirements, and public company governance.
  • Experience with:
    • Power BI
    • Tableau
    • SQL
    • Python
  • International treasury experience, including:
    • FBAR reporting
    • Multi-currency cash management
    • Cross-border payments
  • Experience with SAP and treasury/investment platforms such as Clearwater Analytics.
Job Type & Location
This is a Permanent position based out of Silver Spring, MD.
Pay and Benefits
The pay range for this position is $133000.00 - $180000.00/yr.
Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
