Description:

IBSS Corp. is seeking a Senior Training & Communications Specialist to lead learning design, workforce communications, and adoption support for a federal data and artificial intelligence modernization effort.

Working with Government stakeholders and technical subject matter experts, you will develop role-based data and AI literacy frameworks, competency-based learning pathways, and workforce development roadmaps. Your work will help employees build practical skills in data governance, analytics, data quality, responsible data handling, and emerging AI capabilities.

This position combines learning strategy, instructional design, workforce readiness assessment, and change communications. You will guide the development of training and communications products, establish quality standards, and measure whether learning activities prepare employees to apply new capabilities in their daily work.

Key Responsibilities:
  • Develop learning frameworks and roadmaps: Collaborate with Government stakeholders to define role-based data and AI literacy competencies, learning progressions, and multi-year workforce development plans.
  • Lead curriculum design: Design and sequence training covering data governance, data quality, dashboard interpretation, data stewardship, data privacy, responsible data handling, and introductory AI literacy.
  • Assess workforce readiness: Use structured assessments to identify existing capabilities, learning needs, and gaps across employee role groups.
  • Measure learning effectiveness: Develop assessments that evaluate knowledge, practical application, competency development, and program impact.
  • Develop communications and engagement strategies: Create audience-specific messaging and stakeholder-engagement plans supporting adoption of data modernization, analytics, and AI initiatives.
  • Coordinate with Government stakeholders: Align learning approaches and delivery models with workforce needs, organizational priorities, and the responsibilities of Government personnel delivering training.
  • Apply adult-learning principles: Translate technical and evolving subject matter into practical, competency-based learning experiences for primarily nontechnical professional audiences.
  • Guide product quality and accessibility: Establish standards and review training and communications products developed by other contributors for instructional quality, consistency, clarity, and Section 508 accessibility.
  • Drive continuous improvement: Use learner feedback, assessment results, and adoption indicators to refine training content, communications, and delivery approaches.

Required Qualifications:
  • Demonstrated experience designing and owning learning or workforce-development programs for adult professional audiences
  • Five (5) years minimum experience
  • Strong expertise in adult learning theory, instructional design methodology, and competency-based education.
  • Experience developing learning strategies, competency frameworks, workforce readiness assessments, instructional assessments, or comparable program-level learning products.
  • Ability to translate complex technical concepts and evolving subject matter into clear, practical learning for nontechnical audiences.
  • Strong writing, editing, presentation, and stakeholder-engagement skills, with experience supporting organizational change or technology adoption.
  • Experience establishing quality standards and reviewing training or communications products developed by other contributors.
  • Active Secret or Top-Secret security clearance.

Preferred Qualifications:
  • Experience with data literacy, AI literacy, analytics adoption, data governance education, or digital transformation initiatives.
  • Experience supporting federal agencies, DoD organizations, or education-sector programs.
  • Hands-on familiarity with Section 508 accessibility requirements for training and communications materials.
  • Relevant education, instructional design, learning and development, or change-management certifications.
