Summary:We are seeking a strategic and experienced Senior Technical Project Manager to serve as a primary point of contact for the Chief Information Officer (CIO) and the directorate.
This position provides high-level strategic and operational support across enterprise IT and cybersecurity initiatives. The role will help shape technology strategy, oversee portfolio and project planning, support enterprise architecture and cloud initiatives, and ensure IT investments remain aligned with mission priorities.
The ideal candidate will combine strong IT portfolio management, enterprise strategy, cybersecurity, infrastructure, cloud, data, and program leadership experience with the ability to communicate effectively with senior government executives.
Responsibilities:- Drive the successful execution of enterprise IT and cybersecurity initiatives.
- Develop, maintain, and align enterprise IT strategic initiatives, including portfolio and acquisition strategies and technology roadmaps.
- Ensure IT initiatives remain aligned with organizational mission, priorities, and applicable cybersecurity frameworks.
- Develop, maintain, and execute enterprise IT architecture.
- Oversee cloud computing strategy and enterprise data strategy.
- Establish and maintain governance processes for enterprise IT portfolios.
- Develop clear portfolio structures, processes, reporting mechanisms, and communication practices.
- Optimize the allocation of enterprise IT resources.
- Analyze program dependencies and provide data-driven recommendations.
- Conduct cost-benefit analyses to support technology build-versus-buy decisions.
- Brief senior leadership, including CIO and CISO stakeholders, on strategic initiatives, recommendations, and operational priorities.
Qualifications:
- Active Top Secret clearance with TS/SCI eligibility.
- Active PMP certification.
- At least 1 year of experience within the last 3 years leading and supervising teams performing work within the following DoDI 8140 workforce elements:
- IT/Cyberspace
- Cybersecurity
- Software Engineering
- Data/AI
- Experience within the last 5 years briefing a CIO and CISO on agency-wide planned, recommended, and directed actions designed to improve unity of effort and operational effectiveness.
- At least 2 years of experience within the last 7 years overseeing personnel responsible for receiving, interpreting, planning, briefing, executing, and reporting on orders issued by:
- The Commander of USCYBERCOM or subordinate commanders.
- The National Manager for National Security Systems.
- Other authorized commanders with command authority over CIO-managed systems and personnel.
- At least 3 years of experience within the last 10 years leading and supervising teams in Government and private-sector networking and infrastructure environments, including classified and unclassified environments.
- At least 3 years of experience within the last 10 years building, operating, securing, defending, and extending LAN/WAN environments, including:
- Wireless technologies
- Firewalls
- Routing and switching
- IPv6
- VPN
- Cloud computing
- Virtualized servers
- Storage arrays
- IT and data systems
- At least 5 years of experience within the last 7 years with unified communications, including the design, installation, maintenance, and administration of VTC systems across Unclassified, Secret, and TS/SCI environments.
- At least 1 year of experience within the last 3 years leading teams operating CI/CD pipelines using modern technologies and methodologies, including containerization, micro-segmentation, and Infrastructure as Code.
- At least 2 years of experience within the last 5 years leading teams planning and executing migration of legacy systems into multi-cloud and hybrid-cloud environments.
- At least 2 years of experience within the last 7 years leading teams developing and implementing data lakes and other modern data strategies.
- At least 1 year of experience within the last 5 years briefing CIO and CISO leadership on agency-wide planned, recommended, and directed actions.
Salary Disclosure:Actual salary will be based on a variety of factors including but not limited to experience, geographic location, contract affordability, internal equity, education, and certifications. The upper end of the salary range may be reserved for individuals who have demonstrated tenure with the company, seniority, and proven excellent performance. This includes factors such as education, certifications, and extensive/unique experience beyond what is required.
