Senior Program Manager
Location: Falls Church, VA (on-site in office, with partial telework flexibility)
Full-Time | Permanent
Salary Range: $90,000.00 ~ $150,000.00

BizFlow is seeking a Senior Program Manager to lead a large-scale enterprise modernization program from planning through delivery. This is the senior delivery leadership role on the program. You own the plan, the governance, the risk posture, and the executive relationships, and you lead a project manager while directing business analysts and engineering toward on-time, on-scope delivery.

This is a senior role. Proven experience leading software implementation programs is required. You have carried large programs from kickoff through go-live, and you know how to keep scope, schedule, risk, and stakeholders under control at the same time.

What You'll Do:
You are accountable for the program end to end. You lead one associate or mid-level project manager, who owns workstream-level schedule and execution, and you direct the business analysts who own requirements and User Acceptance Testing and coordinate with engineering on the build. Your job is to keep the whole program aligned, on plan, and ahead of its risks.
Own the program end to end
  • Build and maintain the integrated program plan, roadmap, and milestone schedule, and hold the program to it across workstreams.
  • Establish and run the program's governance cadence, including status reporting, steering reviews, and executive briefings.
  • Manage program scope, budget, and change control against business objectives, and keep delivery tied to measurable outcomes.
Lead and develop the team
  • Directly manage one associate or mid-level project manager, setting delivery standards and developing their skills.
  • Direct and coordinate business analysts, engineering, and QA across workstreams so the program moves as one team.
  • Remove blockers, sequence the work, and make the day-to-day delivery decisions that keep momentum.
Own risk and dependency management
  • Proactively identify, quantify, and mitigate program risks before they become issues, and escalate with clear options when needed.
  • Map and manage cross-workstream dependencies, and maintain a current, credible view of what could threaten the timeline.
  • Drive issue resolution to closure and hold disciplined change control as scope evolves.
Drive stakeholder alignment and communication
  • Serve as the primary point of contact for senior client and internal stakeholders, and build the trust that lets you influence decisions.
  • Translate fluidly between executive intent and delivery detail, so leadership sees a clear picture and the team has clear direction.
  • Set and manage expectations on scope, timeline, and trade-offs, and keep difficult conversations honest and constructive.
Essential Qualifications:
  • Bachelor's degree in a related field, or equivalent practical experience.
  • 8+ years experience leading software implementation programs end to end, from planning through delivery and go-live.
  • Experience leading, mentoring, or directly managing project managers or delivery staff.
  • Exceptional written and verbal communication, with a demonstrated ability to influence and align senior stakeholders.
  • Strong risk and issue management: proactively identifying, quantifying, mitigating, and escalating program risks and cross-workstream dependencies.
  • Program governance experience: establishing cadences, status reporting, and executive-level briefings.
  • Financial and scope discipline: managing program budget, scope, and change control against business objectives.
  • The ability to hold the big picture across workstreams while driving detailed execution.
  • Cross-functional leadership across business analysis, engineering, QA, and customer teams.
  • Working command of the SDLC and Agile delivery (ceremonies, artifacts, backlog, and release planning).
  • US Citizen or Permanent Resident.
Preferred Qualifications:
  • PMP, PgMP, or equivalent program or project management certification, and Agile certifications such as CSM, PMI-ACP, or SAFe.
  • Experience delivering in regulated or compliance-heavy environments, including accessibility standards such as Section 508.
  • Experience with low-code or BPM platforms such as BizFlow AppDev, ServiceNow, or comparable suites.
  • Experience coordinating integration with enterprise platforms such as Salesforce or Microsoft Power Platform, and managing vendor or partner delivery.
  • Domain experience in HR, healthcare, public sector, or other complex operating environments.
  • Proficiency with program tooling such as Jira, Microsoft Project, Confluence, and SharePoint.
  • Prior P&L or cost-center responsibility on a program or portfolio.
  • Change management and organizational adoption experience.
