Position Overview

The Senior Technical Advisor, Transition and Sustainability, is part of Pact’s Global Health team and supports U.S. Government-funded HIV, health systems, and global health security programming across multiple countries. The STA will provide technical leadership to prepare governments and local partners to assume and sustain responsibility for essential health services, program functions, and systems, including those supporting HIV service delivery, health system resilience, and global health security. Working closely with country-based transition leads, project leadership, and technical teams, the STA will provide strategic guidance and technical support for time-bound transition and sustainability plans, strengthen government and local partner operational readiness, and support the handover, integration, or institutionalization of service delivery approaches, workforce functions, data systems, and digital platforms.

The STA will support country teams to translate transition and sustainability commitments into measurable actions and readiness criteria, assess and document progress, manage risks to service continuity and quality, and strengthen the institutional, financial, operational, and compliance capacities needed to sustain integrated HIV and other essential health services and systems. As a key technical resource on transition and sustainability, the STA will promote consistent approaches, facilitate cross-country learning, support teams in addressing complex transition challenges, and inform engagement with USG counterparts and other stakeholders on transition priorities and progress.

Key Responsibilities

• Provide technical leadership and strategic guidance on transition and sustainability for USG-funded HIV, health systems, and global health security programming, working with country-based transition leads, project leadership, and technical teams to ensure approaches are coherent, evidence-based, high quality, and on track toward agreed milestones.
• Guide the development, implementation, and periodic review of transition and sustainability plans, including priorities, responsibilities, milestones, readiness criteria, and measures of progress.
• Provide technical leadership on assessing government and local partner readiness to assume HIV and other essential health services, program functions, and systems, and support teams to address priority capacity gaps.
• Advise country teams on the phased handover, integration, institutionalization, or continuation of service delivery, workforce functions, technical resources, data systems, and digital platforms, with attention to continuity, quality, and resilience of essential health services.
• Mentor and regularly meet with country-based transition leads.
• Review and adapt Pact’s capacity strengthening and sustainability suite of tools and approaches with a focus on adopting, as possible, for implementation under the project.
• Support approaches to strengthen the institutional, operational, financial, and compliance capacities of local partners and other stakeholders responsible for sustaining essential health services and program functions.
• Participate in and, as appropriate, facilitate regular check-ins, coordination meetings, and technical discussions with country teams, project leadership, USG counterparts, and other stakeholders to review progress, resolve emerging issues, and coordinate activities.
• Advise country teams on engagement with national and subnational government counterparts, local partners, USG counterparts, multilaterals, private sector and other stakeholders to strengthen ownership and alignment with government health systems and priorities.
• Monitor and report progress against transition milestones and readiness criteria, provide technical quality assurance and support to country teams, and identify and address risks to service continuity, quality, and sustainability.
• Oversee documentation and reporting of transition progress, results, risks, lessons learned, and evidence of readiness, including contributions to workplans, USG reports, presentations, and other project deliverables.
• Develop, adapt, and promote practical transition and sustainability tools and approaches, and facilitate cross-country learning and exchange of lessons and effective practices.
• Other duties as assigned

Basic Requirements

• Master’s degree and 9+ years relevant experience or equivalent combination of education and experience.

Additional Qualifications:

• Master’s degree in public health, international development, organizational development, or a related field, and at least 12 years of progressively responsible experience in global health programming, including experience in transition, sustainability, health systems strengthening, or organizational capacity strengthening.
• Experience working with national and subnational governments, including Ministries of Health, on health program transition, institutionalization, or sustainability.
• Experience with USG-funded global health programs and familiarity with USG programmatic, reporting, and compliance requirements.
• Experience guiding the transition, integration, or institutionalization of donor-supported health services, functions, or systems to government or local partners.
• Experience in HIV, health systems strengthening, and/or global health security, with the ability to apply technical expertise to evolving transition and sustainability priorities.
• Experience developing and implementing transition or sustainability plans, or related approaches to localization, government ownership, or institutionalization.
• Experience strengthening organizational and institutional capacity, including operational, financial, compliance, and governance systems.
• Experience providing technical leadership to country teams and facilitating collaboration among government, civil society, donors, and partners.Strong communication (oral and written), facilitation, analytical,and stakeholder-management skills.
• Strong oral and written communication, facilitation, teamwork, and stakeholder engagement skills.

Preferred Qualifications

• Experience applying transition, sustainability, localization, or institutionalization approaches across multiple country and regional contexts, especially South Africa and Ukraine
• Experience developing or adapting transition, sustainability, capacity-strengthening, or readiness-assessment tools.

Strong preference will be given to candidates based in the Washington, DC area. Candidates outside the DC area may be considered if they reside in one of the following states where Pact is registered to employ staff: CO, DC, ID, MA, MD, MI, NV, and VA. This is a hybrid role requiring two in-office days per week.

 

The salary for this position is determined based on a wide variety of factors including but not limited to an individuals skill sets, experience, training, certifications, education, as well as business needs and internal equity. At Pact, employees are typically not hired at the top of the range for their role and compensation decisions are made based on the aforementioned circumstances. A reasonable estimate of the current range is $103,000 - $152,400
