JOB SUMMARY:

CAtalyzing Strengthened policy aCtion for heAlthy Diets and resiliencE (CASCADE) aims to achieve structural and sustainable long-term outcomes by strengthening the implementation of existing national, nutrition-related policies by supporting, facilitating and influencing the government, private service providers, civil society, and communities, especially women of reproductive age and children. CASCADE's goal is to contribute to improved food security and the reduction of malnutrition of at least 5 million people with a focus on women of reproductive age, young children, and adolescents under the age of fifteen in Benin, Ethiopia, Kenya, Mozambique, Nigeria, and Uganda.

The CASCADE consortium comprises CARE Netherlands, the prime, CARE USA and the Global Alliance for Improved Nutrition (GAIN), organizations with extensive experience in tackling malnutrition in the six countries at multiple levels. CASCADE has two strategic objectives; (i) to increase access to and consumption of healthy diets and (ii) to increase households' resilience to economic and climate change-related shocks across the six countries, focusing on women of reproductive age and children. CASCADE leadership has recently submitted a proposal to the MFA for a one-year costed extension which would result in a close-out date of December 31, 2027. Given the need to highlight our results with the donor and with other external - and internal - stakeholders and maximize our competitiveness for the following round of funding expected at that time, having someone who can rapidly and strategically develop, lead and ensure strategic effectiveness of the project's messaging and results sharing is critical.

The Knowledge Management, Learning, and Communication (KMLC) Senior Technical Advisor (STA) provides strategic vision and leadership for knowledge management and learning across the multi-country CASCADE program. The STA ensures that program learning is systematically captured, synthesized, and translated into compelling evidence-informed products that influence policy, strengthen practice, and amplify impact.

The KMLC STA leads the development of editorial standards, storytelling approaches, and knowledge-sharing systems that connect country implementation to global learning and policy influence. The role prioritizes practical, high-impact documentation of learning and builds country and technical team capacity to communicate CASCADE's results effectively. This position bridges technical implementation, measurement and strategic communication-ensuring CASCADE's evidence is accessible, actionable, and positioned to shape nutrition and food systems policy.

RESPONSIBILITIES:

Strategic Leadership and Capacity Strengthening for Knowledge Management, Learning & Communication
  • Provide overall vision and direction for CASCADE's knowledge management, learning and communication agenda across six countries.
  • Lead implementation of the program's KMLC Strategy, prioritizing high-impact products and influence pathways.
  • Ensure alignment between learning questions, documentation efforts, and donor reporting requirements.
  • Identify emerging learning themes and guide synthesis across countries to elevate program-level insights
  • Supervise 3 global communications and learning staff and build a supportive KMLC team comprised of the global team and communications experts in the 6 CASCADE country programs, as available.
  • Build capacity of country teams to document and communicate learning effectively.
  • Develop practical tools, job aids, and training sessions on:
    -Writing for influence
    -Story development
    -Knowledge capture methods
    -Presentation skills
  • Mentor communications staff and short-term consultants.
  • Foster a culture of reflective practice and adaptive learning across the program.


Documentation of Learning and Evidence Synthesis
  • Design and oversee quality systems for capturing implementation learning from country teams, including structured reflection processes.
  • Translate complex technical content into clear, compelling, policy-relevant formats.
  • Lead development of reliable, easy to use content focused on strategic priorities:
    -Case studies
    -Policy briefs
    -Technical synthesis papers

Strategic Storytelling Across Formats & Editorial Standards, Digital Strategy and Quality Assurance
  • Develop a storytelling framework that positions CASCADE as a leader in women- and girls-centered and community-led policy change for nutrition.
  • Oversee development of communication products, including:
    -Social media campaigns
    -Infographics
    -Webinars
    -Conference presentations
  • Ensure evidence is translated into narratives that influence policymakers, donors, and implementing partners.
  • Advise country teams on adapting stories for different audiences (local, regional, global).
  • Establish and maintain program-wide editorial standards and style guidance in line with CARE's standards.
  • Establish and lead an editorial review process - coordinated with the CARE KM teams - for all external-facing products.
  • Develop templates and product guidelines to improve efficiency and quality.
  • Ensure consistency in branding, messaging, and compliance with donor requirements.
  • Provide substantive editing to strengthen clarity, structure, and persuasiveness of technical product
  • Provide strategic oversight for CASCADE's digital presence, including website and social media
  • Coordinate with and through CARE USA's and CARE Netherlands' social media and communications teams and platforms to integrate CASCADE into communications calendars and priorities.
  • Ensure content is curated strategically, not reactively.
  • Develop segmented communication strategies for different stakeholder audiences.
  • Track reach, engagement, and evidence of influence to inform adaptive communication approaches.
  • Ensure that all KM products are AI ready and responsive.


Knowledge Management Team Participation and Products
  • Participate in Knowledge Management Team Meetings, Community of Practice, and 1:1 meetings with KM team lead.
  • Engage with KM capacity sharing and expertise-building opportunities.
  • Bringing consistency to KM Approaches
    -KML Team on a single team with service delivery expectations and cost management structure.
    -Content aligned to the strategic priorities of Respond, Sustain and Rise strategic pillars (signature programs).
    -Consistent quality, number, look and voice of strategic KML products for CARE's programs and signature programs.
    -KML products aligned with Evidence & Learning, and Content & Marketing teams, including Common Approach Catalogue.
    -Team lifting KM at CARE to build vibrant KML approaches.


Required Qualifications:
- Master's degree in Public Health, Journalism, Health Communication, or related field.
- Demonstrated experience leading KM and communication strategies for large, multi-country donor-funded programs.
