Full Job Description
We're seeking an experienced Cleared Technical Recruiter to support our IT modernization group. This position can be partially remote working hybrid near the ICF Reston office.

Job Location: Hybrid/ Reston Location

What You Will Do:
  • Serve as a subject matter expert in full lifecycle recruiting for technical and cleared talent, supporting complex and mission-critical roles
  • Lead end-to-end recruitment across a range of technical positions, including Software Engineers, Cloud Engineers, Cybersecurity professionals, Platform Architects, Business Analysts, and more
  • Partner closely with hiring managers and program leaders as a trusted advisor, developing a deep understanding of business needs, role requirements, and clearance expectations
  • Support capture and proposal efforts, including incumbent capture, pipeline development, and identifying KP and non-KP talent
  • Build and maintain strong candidate pipelines leveraging creative sourcing strategies across active and passive channels, talent mapping, referrals, and networking
  • Identify and secure hard-to-find technical and cleared talent across multiple geographies and time-sensitive hiring needs
  • Promote ICF opportunities within both the technical and cleared communities through networking, referrals, social media, and industry engagement
  • Leverage internal talent sources to drive mobility, employee referrals, and alumni engagement
  • Maintain accurate data in Workday ATS, ensuring compliance with EEO, OFCCP, and government/security-related hiring requirements
  • Deliver market intelligence and talent insights across technical skill sets, clearance levels, and competitive landscapes


Requirements:
  • 5+ years of full life cycle technical recruiting experience, with a strong focus on cleared recruiting
  • 2+ years supporting federal or DOW space
  • 3+ years of sourcing expertise, including passive candidate engagement in cleared talent pools
  • 3+ years working within compliance frameworks (OFCCP, government regulations, or similar)
  • Candidate must reside in the U.S., be authorized to work in the U.S., and all work must be performed in the U.S.


Desired
  • Proven ability to identify, engage, and close cleared talent in competitive markets
  • Experience supporting defense, or national security programs, DOW or civilian agency contracts
  • Hands-on experience with high volume capture/proposal recruiting (LOCs, pipeline readiness, incumbent strategies)
  • Familiarity with IT modernization technologies
  • Experience in a consulting or government contracting environment

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:
$108,476.00 - $184,409.00
