Facilities Management and Construction manages, maintains, and operates 56 City-owned court and office buildings totaling more than 15 million square feet. These buildings are located throughout the City and include City Hall, the Manhattan and Brooklyn Municipal Buildings, and the Borough Halls. As the landlord, Facilities Management provides base building services to keep these buildings fully functional and operational through seven units: Building Services, Contract Services, Energy Management, Fire and Life Safety, Mechanical Maintenance & Operations, and The Budget Unit.

The Mechanical Maintenance and Operations group is responsible for the preventative maintenance, repairs and operations of various mechanical systems within 56+ DCAS-managed court and non-court buildings. They are also responsible for maintaining all heating, ventilation, and air conditioning equipment for safe, reliable, and efficient operation, including seasonal tune-ups; filter, belt, steam trap replacement, lubrication and perform emergency repairs on a 24-hour basis.

DCAS is seeking one (1) Senior Stationary Engineer to serve as the program lead for a high-priority initiative monitoring Cooling Towers.

This position requires regular remote monitoring and on-site inspections of cooling tower operations, coordination with facility staff and contractors, review of operational records, and technical support during system issues and remediation efforts.

Senior Stationary Engineers, under direction, are in responsible charge of the operation, maintenance and repair of all utilities in large public buildings and of steam power plants, chillers, refuse incinerator plants, swimming pools and skating rinks.

They take responsible charge of the operation, maintenance, and repair of plant equipment such as boilers, furnaces, refuse incinerators, pumps, fans, engines, turbines, generators, electrical equipment, heating and ventilating equipment, and air conditioning and refrigeration systems; may operate or supervise the operation of control consoles in control rooms; are in responsible charge of the operation, maintenance and repair of mechanical, electrical, and plumbing equipment in swimming pools and skating rinks; supervise assigned personnel; prepare work schedules and direct the assignment of personnel; prepare equipment and material requisitions required for operation, maintenance and repair; direct and evaluate studies of operating procedures; determine and direct work procedures; keep records and write reports; and may operate a motor vehicle in the performance of assigned duties.

All Senior Stationary Engineers perform related work. Some of the physical activities performed by Senior Stationary Engineers and environmental conditions experienced are: communicating orally in a noisy environment; climbing stairs, ladders, and over equipment; standing upright for extended periods of time; walking over wet and slippery surfaces; working on surfaces at substantial height.

Additional responsibilities related to supporting the Cooling Tower Program are as follows:

-Lead the planning, budgeting, and execution of maintenance and inspection programs.
-Ensures safe, reliable, and cost-effective inspection, maintenance, repair, and alignment with capital project development.
-Review remediation plans to ensure they comply with applicable regulations and industry best practices.
-Monitor remediation activities to verify that approved procedures are properly implemented and completed.
-Review operating logs, maintenance records, water treatment reports, chemical testing results, and other required compliance documentation.
-Verify that cooling tower maintenance, testing, and treatment activities are performed in accordance with regulatory requirements, vendor recommendations, and DCAS policies.
-Identify operational deficiencies, maintenance concerns, and compliance issues, and provide recommendations for corrective action.
-Coordinate with facility team, vendors, maintenance personnel, and regulatory agencies as required.
-Lead point person for reviewing to ensure accurate records and documentation for inspections, testing, maintenance activities, corrective actions, and regulatory reporting.
-Prepare written reports summarizing inspection findings, recommendations, and program compliance.
-Provide technical assistance and operational support for cooling tower systems located throughout City-owned facilities.
-Perform routine remote monitoring and periodic on-site inspections of cooling tower operations.
-Serve as a technical support during incidents involving elevated bacterial counts or confirmed legionella detections.
-Review remediation plans to ensure they comply with applicable regulations and industry best practices.
-Monitor remediation activities to verify that approved procedures are properly implemented and completed.
-Assist in reviewing accurate records and documentation for inspections, testing, maintenance activities, corrective actions, and regulatory reporting.
-Support the continued development and improvement of the Cooling Towers Deliverables Program.

1. One year of full-time experience as Stationary Engineer in charge of a high pressure plant supervising at least three stationary engineers in the operation, maintenance and adjustment of high-pressure boilers; and
2. A valid License for High Pressure Boiler Operating Engineer issued by the New York City Department of Buildings.
