Context & Environment

This role coordinates Emergency Response and Firefighting at the Port Arthur Platform.

Activities

  • Point of contact for all ER and fire related topics, including but not limited to actions during and following audits (Maestro, Marsh, PSM, Asset integrity, etc.)
  • Organizes periodic ER drills for the EOC in combination with Field response
  • Creates After Action Reports with action tracking and follow-up on drills and real events assigned to the Fire & Safety department
  • Organizes regulatory ER drills as per requirements (e.g. Coast Guard drill)
  • Organizes training for volunteers and ER members at site
  • Responsible for creation/updates and organization of all ER related documentation and pre-plans
  • Responsible for implementing KPI's to track ER and fire performance objectives, developing reporting criteria and reporting results to Group, JV Partner and all other stakeholders
  • Responsible for setting up and maintaining an asset integrity program on all firefighting equipment
  • Responsible for setting up LTP requirements for Emergency Response and firefighting so that necessary CAPEX investments are secured
  • Responsible for follow up on projects related to Emergency Response and firefighting
  • Directs maintenance of records, reports, and documents required to meet corporate and regulatory requirements
  • Backup for the supervisor of the F&S inspectors
  • Fire Chief on call
  • Member of the Hurricane Response team
  • Member of the SNCA/LEPC
  • Serves as EOC-IMT Safety Advisor and provide guidance on EOC functions
  • Accountable to Senior Management; consults and advises on ER and Firefighting matters
  • Responsible and accountable for achieving ER training and drills plus follow-up on action items
  • Manages and develops continuous improvements on ER and firefighting
  • Develops, manages, and implements strategies and activities for complying with State and Federal regulations applicable to NFPA, OSHA, EPA, DOT, USACE and TCEQ standards. Responsible for interface with all regulatory agencies.
  • Responsible for effective relationships with Refinery, BTP, Primary Contractors and Sub-Contractors employees at all levels to encourage HSSE commitment.


Candidate Profile

  • BS Degree in engineering or safety preferred
  • 15+ years of experience in Refining/Petrochemicals and 5+ years of experience in HSSE
  • Experience as Fire Chief
  • Experience with ICS, NIMS, and in Emergency Response
  • Technical knowledge and experience of company reference specifications
  • Excellent interpersonal skills, able to motivate and focus external (off-project) resources onto required tasks.
  • Analytical rigor with the ability to adapt to changing constraints.
  • English language required
  • Must be able to act as Fire Chief and respond to plant situations 24/7
