SENIOR RIGHT OF WAY PROJECT MANAGER • PIPELINE

Location: Southern & North Metro Minnesota • Field/Project Based
Employment Type: Full-Time
Salary Range: $105,000• $125,000 annually
Travel: Regular travel throughout assigned Minnesota project areas

The Position

This is a hands-on project leadership role. The Senior ROW Project Manager will serve as ProSource's principal day-to-day project representative and will be responsible for directing a geographically dispersed team of right of way professionals through acquisition, condemnation support, construction and closeout.

The successful candidate will be an experienced ROW professional who understands that strong project management requires more than maintaining a schedule. This individual must be able to anticipate problems, make sound decisions, hold a team accountable, communicate effectively with a sophisticated utility client, and keep a complex land program moving.

Responsibilities
  • Provide overall leadership of a multi-county pipeline right of way program.
  • Serve as the primary day-to-day point of contact between ProSource and the client.
  • Direct acquisition agents, senior specialists, construction ROW personnel and project support staff.
  • Develop and maintain project schedules, priorities, staffing plans and work assignments.
  • Monitor parcel-level acquisition progress and identify schedule risks before they become critical.
  • Lead weekly project status meetings and provide concise, accurate reporting to the client.
  • Review difficult negotiations and establish strategies for complex or sensitive landowner matters.
  • Coordinate appraisal, survey, exhibit preparation and other third-party services as required.
  • Coordinate condemnation preparation with the client's internal and outside legal teams.
  • Ensure complete and defensible acquisition files, agreements, correspondence and supporting documentation.
  • Manage construction-phase ROW activities, including access issues, landowner concerns, property and crop damages, restoration commitments and final releases.
  • Monitor project budgets, staff utilization and overall delivery performance.
  • Maintain strong relationships with landowners, client personnel, legal counsel, contractors and other project stakeholders.
  • Ensure ProSource's work meets client requirements, company standards and applicable laws and regulations.

Qualifications

Required:
  • Minimum of 10 years of progressively responsible right of way, land acquisition or related real estate experience.
  • Significant experience managing utility, pipeline, transmission or other linear infrastructure ROW projects.
  • Demonstrated experience supervising acquisition teams and managing large numbers of active parcels.
  • Strong working knowledge of easements, land rights, title, appraisal, damages and acquisition documentation.
  • Experience with condemnation or eminent-domain project coordination.
  • Strong project controls, organizational and documentation skills.
  • Demonstrated ability to communicate effectively with clients, landowners, attorneys and senior management.
  • Strong judgment and the ability to independently resolve project issues.
  • Proficiency with Microsoft Office and electronic ROW/project tracking systems.
  • Valid driver's license and ability to travel regularly throughout the assigned project area.

Preferred:
  • Experience with interstate natural gas pipeline projects.
  • Minnesota pipeline or utility ROW experience.
  • Experience working with agricultural landowners and addressing crop, access, drainage and restoration issues.
  • IRWA education, certification or professional designation.
  • Bachelor's degree in real estate, business, construction, project management or a related discipline. Substantial directly relevant experience may substitute for a degree.

Location and Work Expectations

This is not a fully remote position. The project extends across multiple areas of southern and central Minnesota, and the Project Manager must be available for regular field presence, client meetings and interaction with the project team.

Candidates located within reasonable commuting distance of the project areas are strongly preferred. This may include candidates located in the Twin Cities/south metro, Mankato, Owatonna, Albert Lea, St. Cloud or other communities providing reasonable access to the project.

The position requires flexibility to address project needs and occasional meetings or landowner matters outside normal business hours.

Compensation and Benefits

The anticipated starting salary range for this position is $105,000 to $125,000 annually, depending on directly relevant experience, technical qualifications and demonstrated project-management capability.
