Full Job Description
CCI Facility Support Services, LLC is currently seeking a Senior Remedial Engineer to perform a senior quality assurance/safety representative role at the Walton & Lonsbury Superfund Site in Attleboro, Massachusetts. Candidates with federal government military remedial construction will be given preference for this position.

The USACE, New England District, is performing the function of Supervising Construction Manager at Walton & Lonsbury Superfund Site in Attleboro, Massachusetts to support the US Environmental Protection Agency (EPA) in executing the mid-plume remedial action - construction (RA-C) phase of Comprehensive Environmental Response Compensation, and Liability Act (CERCLA). The remedial action being installed at this site is a permeable reactive barrier wall. The Senior Remedial Engineer will be responsible for ensuring that complex construction project meets engineering, quality, safety, and compliance requirements. In this role, tasks will include on-site construction oversight of contractor activities, ensuring compliance with plans and specifications, submittal review, inspection of materials and workmanship, providing quality assurance documentation, attending meetings with the customer, stakeholders and USACE personnel, reviewing contract changes for Government approval, troubleshooting solutions with the contractor when problems arise, and any other activities required to assist the government's coordinated oversight of a contractor's construction activities.

This position will report to our office location in Attleboro, Massachusetts

Hourly pay range is $64/hr-$88/hr

Essential Duties & Responsibilities

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties, but not all duties performed for this position. Other duties may be assigned.
  • Reviews project activities and monitors progress in the field.
  • Interprets plans, specifications, and statements of work in order to resolve any unanticipated problems during project execution and provides advice on problem resolution.
  • Tracks contractual milestones and reporting requirements to ensure project conformance.
  • Reviews and offers advice to the COR on design concepts to include construction of the permeable reactive barrier wall.
  • Assists the COR with determining if project changes are required and warranted, preparing cost estimates, assisting in negotiations with the contractor, and preparing contract documentation for approval.
  • Reviews contractor submittals including, but not limited to, project notes, work plans, quality control and test plans, technical submittals, progress submittals and prepare review comments to ensure compliance with contract and regulatory requirements.
  • Reviews contractor Health and Safety Plans and/or Accident Prevention Plans and provide comments to ensure compliance with USACE Engineers Safety Program.
  • Reviews contractor Quality Control Plan and provide comments to ensure compliance with USACE Quality Control Program.
  • Reviews proposed changes and revisions to project submittals and provide comments.
  • Requires knowledge of or the ability to utilize USACE Resident Management System (RMS) software.
  • Is the focal point for issues, investigation, resolution, on this project.
  • Assists in training USACE personnel in areas of expertise.
  • Coordinates with subject matter experts when necessary.

Minimum Qualifications:

To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The qualifications listed are representative of the knowledge, skill, and/or ability required.
  • A minimum of 5 years' experience in managing construction projects
  • Must have a 40-hour OSHA HAZWOPPER certificate and current 8-hour refresher, as applicable.
  • Construction inspector or representative interpreting plans, inspecting materials/workmanship, and ensuring safety compliance.
  • Supervisor of craftsperson, equipment operators, or mechanics with responsibility for interpreting plans and inspecting workmanship
  • Experience providing regulatory support and knowledge of local, state, and federal regulatory requirements associated with new construction and remediation projects.
  • Ability to communicate, monitor, and coordinate multiple regulatory requirements and milestones with the USACE and other stakeholders.
  • Experienced working knowledge of construction and civil engineering concepts, principles, and practices with respect to remedial actions, in particular installation of permeable reactive barrier walls.
  • Ability to manage project team resources, consisting of QA managers, safety personnel, and contractors.
  • Ability to review and provide comments on contractor submittals including work plans, quality control & testing plans, health and safety plans, project schedule, warranty, and operations and maintenance manuals, and construction technical submittals for compliance with contractual requirements.
  • Ability to deal diplomatically with competing agendas.
  • Ability to establish and maintain effective working relationships.
  • Skill in oral and written communication.
  • Knowledge and ability to use a computer with Microsoft Word and the ability, upon instruction, to use a computer with government specific software (Resident Management System (RMS)) on behalf of the Government.

Additional Qualifying Factors:

As a condition of employment, you will be required to pass a pre-employment drug screening (post accepted offer) and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
