Full Job Description
Stantec is seeking a Senior Regulatory Specialist to provide task management and technical leadership for our clients and staff on a variety of projects in Virginia and the broader Mid-Atlantic US. This position will be part of Stantec's Environmental Services team that provides the full range of expertise needed to address a variety of projects, including support of public transportation, localities/municipalities, public utilities, electric transmission and renewables due diligence and permitting. Our staff members have established excellent working relationships with clients throughout the mid-Atlantic, and our knowledge and interdisciplinary expertise allow us to help our clients develop the most effective and innovative approaches to their environmental / engineering compliance goals.

Your Key Responsibilities
  • Developing and executing environmental permitting strategy, regulatory strategy, environmental field surveys and construction compliance for a variety of projects and clients.
  • Directing the development of permit applications, including Special Use Permits for actions on federal lands, Section 404/401 permits, Virginia Water Protection permits, Virginia Stormwater Management Permits, Virginia Marine Resources permit, Tennessee Valley Authority (TVA) permits, involving gathering supporting documentation, and coordinating comment response with agencies.
  • Participating in the development of National Environmental Policy Act (NEPA) compliance strategy and preparation of documentation (federal projects), Environmental Impact Review (EIR) documents (state projects) and State Environmental Review Process (state projects).
  • Directing the development of technical reports for the US Army Corps of Engineers (USACE), US Fish and Wildlife Service (USFWS), Virginia Department of Environmental Quality (VDEQ), Virginia Marine Resources Commission (VMRC), Federal Highway Administration (FHWA), Environmental Protection Agency (EPA), Virginia Department of Historic Resources (VDHR) and other federal, state, and local agencies.
  • Task coordination related to wetland delineations, state water determinations, resource protection areas, threatened and endangered species, land use mapping and vegetation cover classification, GPS data collection, agency consultations, cultural resources, hazardous materials, and water quality permitting.
  • Performing quality assurance/ quality control reviews of environmental deliverables.
  • Coordinating Environmental Compliance Monitoring inspections, staffing, and record keeping.
  • Partnering and participating on integrated environmental/engineering/ecology teams to deliver projects in both the pre-project permitting stage and post-approval stage to ensure consistency in project execution.
  • Supporting and ensuring implementation of Stantec Health, Safety, Security, & Environment (HSSE) Policies, Procedures, Standards and Guidelines in the execution of all work and coordinate with HSSE professionals during the execution of all phases of project planning and implementation.

Your Capabilities and Credentials
  • Knowledge of state & federal laws & regulations and applicable policies & procedures to advise others on interpretations & experiences with permitting, and NEPA documentation, including the USFS, NPS, USACE, VDEQ, VMRC, TVA, USFWS, VDHR, NOAA, and VDWR.
  • Skilled with a "hands-on" individual experienced in managing permitting applications and NEPA documentation.
  • Skilled in verbal and written communications, including advanced technical writing abilities, regulatory agency negotiations, and requests for proposals responses.
  • Skilled at prioritizing, organizing, managing, and performing multiple work assignments simultaneously.
  • Skilled with computer applications and functions, including Microsoft Word, Excel, Outlook, and GIS.
  • Ability to prepare, read and interpret scientific/technical documents and plans for the affects/impacts to environmental resources,
  • Ability to perform work accurately in a detail-oriented environment and meet project schedules, deadlines, and budgets.
  • Ability to work with initiative, professionalism, confidentiality, and is able to work independently, multi-task and adapt to change in a very dynamic environment.
  • Ability to work effectively in a team environment with the strong ability to maintain and establish effective working relationships amongst the team and client.
  • The successful candidate will be self-motivated, self-directed, and possess the ability to make sound business decisions.

Education and Experience

Pay Transparency: In compliance with pay transparency laws, pay ranges are provided for positions in locations where required. Please note, the final agreed upon compensation is based on individual education, qualifications, experience, and work location. At Stantec certain roles are bonus eligible. Actual compensation for part-time roles will be pro-rated based on the agreed number of working hours per week.
