Full Job Description
ASRC Federal is seeking a Senior Proposal Writer to join our growing Proposal Operations Center. The Senior Proposal Writer provides strategic writing expertise to competitive Federal proposals and helps advance organizational standards for proposal content, processes, and quality. This remote role requires occasional travel, primarily within the Washington, DC metropolitan area, with additional travel as needed to support onsite bid team collaboration.

Key Responsibilities
• Proposal Development and Leadership

o Lead the development of compliant, compelling proposal content for Federal Government solicitations.

o Collaborate with Proposal Managers, Capture Managers, Solution Architects, and SMEs to understand technical and management approaches, identify discriminators, and articulate key themes.

o Develop technical, management, transition, past performance, resume, and staffing sections aligned with solicitation requirements and corporate messaging.

o Coordinate writing assignments across SMEs, subcontractors, and other proposal writers; ensure consistency of voice, clarity, and compliance.

o Conduct interviews with SMEs and translate technical concepts into clear, customer-focused narrative.

o Create annotated outlines and response mockups to guide writing efforts and ensure compliance.
• Quality Assurance and Compliance

o Perform compliance reviews and identify gaps or risks within proposal sections.

o Collaborate across ASRC Federal, subsidiaries, and subcontractors to refine and strengthen content.

o Participate in color team reviews and incorporate feedback to enhance proposal quality.
• Performance Expectations

o Ability to work independently with minimal oversight.

o Ability to contribute to proposal strategy discussions.

o Ability to elevate writing quality across teams.

Required Qualifications
• Demonstrated experience leading and developing proposal sections (i.e., Executive Summaries, Technical, Management, Transition, Past Performance, Staffing Plans, etc.) as the lead writer.
• Bachelor's degree required (English, Technical Writing, Computer Science, or IT concentration preferred).
• 10+ years of Federal Government experience as proposal author and Volume Lead. Education may be used in lieu of experience.
• Experience developing or refining Information Technology (IT) solutions and supporting technical teams in focusing on and articulating a technical approach preferred.
• Ability to organize, manage, and collaborate with other authors and various levels of internal staff and teammates.
• Ability to manage and prioritize multiple simultaneous assignments and meet critical deadlines.
• Demonstrated experience in developing annotated outlines and response mockups for proposals or other Federal Government responses.
• Willingness to work non-traditional work hours including nights, weekends, and holidays, as required.
• This is a remote position that requires periodic travel to support onsite proposal development activities. Most travel will occur within the Washington, DC metropolitan area, with additional domestic travel as needed during active bids. Travel frequency may increase during high-priority or fast-turnaround proposals.

Preferred Qualifications
• APMP Certification or equivalent proposal certification and training.
• Familiarity with AI-based tools for proposal drafting and content development.
