Position Overview

As a Senior Proposal Specialist, you will lead assigned proposal efforts and support other complex infrastructure pursuits across the United States, ranging in value from $10 million to more than $1 billion. You will interpret procurement requirements, develop proposal tools and schedules, facilitate collaboration, write and edit technical content, coordinate graphics and visual communication, and manage compliance, quality, and final production.
You will work with project executives, operations leaders, estimators, engineers, designers, construction professionals, joint-venture partners, and KIPS team members to translate technical information and pursuit strategy into clear, compliant, and persuasive proposal content.
The successful candidate will have strong project-management, communication, writing, and organizational skills; experience working in a fast-paced, deadline-driven environment; and an interest in engineering and construction. This role offers variety, collaboration, and the opportunity to contribute to high-profile pursuits while developing proposal leadership capabilities.

District Overview

Kiewit Infrastructure Proposal Services (KIPS) supports Kiewit's pursuit efforts from qualifications through proposal submission and interview phases. Our team partners with construction operating districts, Kiewit Engineering, and external partners to develop compliant, technically credible, and competitive pursuit deliverables.
We support pursuits across a range of delivery models, including Construction Manager/General Contractor (CMGC), Construction Manager at Risk (CMAR), Bid-Build, Design-Build, Progressive Design-Build, and other best-value procurements. Our proposal teams collaborate through capture planning, kickoff, storyboarding, technical working sessions, proposal reviews, production, and interview preparation.
This role offers opportunities to work across transportation, marine, building, and water markets, as well as a variety of geographies, project types, and delivery models. Team members will continue to develop their proposal leadership, technical communication, and pursuit-management capabilities. You will have the opportunity to be at the forefront of how AI is thoughtfully and responsibly integrated into proposal development within the engineering construction industry.

Location

This position is based in Lone Tree, Colorado, with a hybrid work arrangement that balances remote work with in-person collaboration, training, pursuit support, and team development.

Responsibilities
• Serve as a regional proposal resource, leading assigned proposal efforts, supporting other ongoing proposal efforts, and collaborating within a team to deliver high-quality, winning proposals.
• Analyze RFQs, RFPs, RFIs, addenda, evaluation criteria, and submission requirements to develop compliance matrices, proposal schedules, outlines, and other response tools.
• Facilitate proposal kickoffs, strategy and storyboarding sessions, content workshops, color reviews, recovery meetings, and other pursuit-development activities.
• Work with subject matter experts to obtain, interpret, organize, and document technical approaches, project-specific solutions, differentiators, proof points, and client benefits.
• Manage proposal sections and serve as a lead technical writer and editor, converting engineering and construction information into clear, concise, technically accurate, and client-focused narrative.
• Evaluate and refine draft content for compliance, responsiveness, technical consistency, clarity, evidence, messaging, and alignment with pursuit strategy.
• Coordinate proposal staff, graphic designers, 3D designers, subject matter experts, partners, and other contributors to integrate narrative, graphics, technical information, and supporting evidence into cohesive deliverables.
• Identify content gaps, conflicting direction, compliance concerns, and schedule risks; coordinate recovery actions and communicate material issues in a timely manner.
• Lead final production, compliance validation, packaging, and submission activities, including required forms, file organization, electronic delivery, final readiness checks, and on-time delivery.
• Maintain proposal information, final deliverables, lessons learned, and reusable content in applicable KIPS systems, libraries, and repositories.
• Understand and apply proposal methods, tools, and standard best practices while contributing to the continuous improvement of KIPS tools, templates, workflows, content resources, style standards, and proposal-development practices.
• Use approved digital and AI-enabled tools to support research and proposal development while independently validating accuracy, source support, compliance, technical meaning, and final content before use.

Qualifications
• 5+ years of progressively responsible proposal-development experience in the engineering, construction, or a similar industry.
• Experience managing and coordinating complex projects, deliverables, schedules, reviews, and multiple contributors.
• Strong technical writing, editing, organizational, and communication skills.
• Ability to interpret complex requirements and translate technical information into clear, compelling, client-focused content.
• Ability to work effectively with senior leaders, technical professionals, partners, and team members in a fast-paced environment.
• Working proficiency with Adobe InDesign and Microsoft Office applications.
• Bachelor's degree in Marketing/Communications, Journalism, English, Liberal Arts, Construction Management, Environmental Science, Engineering, Business, or an equivalent combination of education and experience.
Work Environment and Additional Requirements
• Organize work, meet established deadlines, and communicate risks or schedule impacts early.
• Communicate and work effectively and professionally with employees, leadership, partners, and clients in individual and team environments.
• Follow company safety requirements, policies, procedures, and applicable project or client requirements.
• Work outside standard business hours, including evenings or weekends, when required to support fixed procurement deadlines, reviews, production, or submission activities.
