Full Job Description
The Senior Proposal Manager at Evolver provides strategic leadership and hands-on execution across the full Federal proposal lifecycle. This role serves as a senior growth partner, owning proposal strategy, compliance, and quality for high-visibility, complex opportunities supporting Evolver's Cyber Security, Digital Modernization, Enterprise IT, Electronic Security Systems, and Legal Technology Solutions portfolios. The Senior Proposal Manager mentors staff, partners closely with Capture and Executive Leadership, and drives process maturity to improve win rates and scalability.

Responsibilities:
  • Lead and oversee end-to-end development of complex, high-dollar Federal proposals and task orders.
  • Partner with Capture Managers to shape proposal strategies, win themes, and discriminators well in advance of RFP release.
  • Serve as proposal authority for compliance, structure, and quality, ensuring adherence to FAR/DFARS and solicitation instructions.
  • Manage proposal schedules, resources, and risk across multiple concurrent bids.
  • Facilitate and lead Pink, Red, Gold, and Executive reviews, driving actionable outcomes.
  • Provide senior-level writing, editing, and content integration for technical, management, and past performance volumes.
  • Experience utilizing AI tools to reduce administrative burden and increase effective content mapping
  • Coordinate closely with Operations, Pricing, and Solutions and to ensure alignment between solution, staffing, and cost.
  • Act as a trusted advisor to executives during bid decisions, color reviews, and final approvals.
  • Mentor proposal managers, coordinators, and contributors; establish best practices and repeatable processes.


  • Lead post-submission debriefs and lessons learned to drive continuous improvement.


Basic Qualifications:
  • 5 years of Federal proposal management experience
  • 2 years of leadership on large-scale, complex IT services proposal pursuits
  • 2 years of experience with Federal acquisition processes and contract vehicles
  • 2 years of experience in Cyber Security, Digital Modernization, Enterprise IT, Data solutions
  • Exceptional communication, leadership, and organizational skills


Preferred Qualifications:
  • APMP Certification or Shipley training
  • Experience with DHS, DoD, and/or Health customers
  • 7 years of Federal proposal management experience
  • 4 years of leadership on large-scale, complex IT services proposal pursuits
  • 4 years of experience with expert level knowledge of the Federal acquisition processes and contract vehicles
  • 4 years of experience in Cyber Security, Digital Modernization, Enterprise IT, Data solutions
  • Exceptional communication, leadership, and organizational skills
  • Strong track record of proposal win rates
  • Ability to deliver On-time, compliant proposal deliveries
  • High-quality, executive-level proposal outputs
  • Effective mentorship and team development
