As a Senior Proposal Lead / Manager based in Mississauga or Toronto, you'll help position WSP to pursue and secure complex, high-value opportunities across Canada. This is a role for a strategic pursuit leader who knows how to turn client needs, technical expertise, competitive intelligence, and compelling storytelling into proposals that stand apart.

You'll partner with technical, commercial, and executive leaders to shape winning strategies for major pursuits, strengthen proposal quality, and elevate how WSP brings its Earth & Environment expertise to market. Your Impact
  • Lead the end-to-end development and execution of pursuit strategies for complex, multidisciplinary opportunities across priority markets.
  • Facilitate Go/No-Go evaluations and provide strategic recommendations to business leaders.
  • Develop and drive capture plans, win themes, value propositions, competitive positioning strategies, and client-focused messaging aligned with WSP's strategic growth objectives.
  • Partner with multidisciplinary technical, commercial, and executive leaders to deliver compelling, compliant, and differentiated submissions.
  • Ensure proposal quality, compliance, and alignment with client requirements, evaluation criteria, and WSP standards.
  • Conduct client, competitor, and market intelligence research to support strategic decision-making.
  • Contribute to account and growth planning initiatives for key clients and target markets.
  • Monitor and report on proposal performance metrics and contribute to win-loss analysis, lessons learned, and continuous improvement programs.
  • Advance proposal best practices, content management, knowledge sharing, tools, and process improvements.
  • Mentor proposal teams to support growth and development.
  • Champion the adoption of emerging technologies, including AI-enabled proposal and pursuit tools, to drive efficiency, innovation, and proposal excellence across the business.
  • Serve as a trusted advisor to project managers, business leaders, and senior executives throughout the pursuit lifecycle.

The Skills That Set You Apart
  • Minimum of 8 years' experience leading strategic and complex pursuits, capture planning, and proposal development within the AEC, environmental consulting, engineering, infrastructure, advisory, or professional services sectors.
  • Strong understanding of competitive pursuit strategy, proposal governance, and public and private sector RFP processes.
  • Demonstrated ability to develop persuasive win strategies and translate technical solutions into compelling, client-focused value propositions.
  • Strong business acumen and strategic mindset with the ability to influence senior stakeholders.
  • Demonstrated success leading large, cross-functional, and virtual pursuit teams across regions in a fast-paced, deadline-driven environment.
  • Exceptional written and verbal communication skills, attention to detail, and stakeholder management skills.
  • High proficiency with Microsoft 365, Adobe Creative Cloud applications, and proposal development platforms and tools.
  • Demonstrated experience leveraging AI technologies and automation to improve proposal development, research, content management, productivity, and pursuit outcomes.
  • Proven experience supporting Federal Government of Canada pursuits and proposal submissions is an asset.
  • APMP and/or PMP certification is considered a strong asset.
  • Bilingualism in English and French is considered an asset.

Compensation:

AB, BC, NT, NU, SK & YT: $104,100 - $138,000
MB & ON: $95,000 - $130,800
NB, NL, NS, PE & QC: $94,100 - $124,900
