Full Job Description
Intent of the process
The intent of this process is to staff four (4) indeterminate positions in the National Capital Region (NCR): two (2) English Essential positions, one (1) bilingual imperative - (CBC/CBC) position in Gatineau, and one (1) bilingual imperative - (CBC/CBC) position in Ottawa at Carling Campus.

A pool of partially or essentially qualified candidates may be established through this process and used to staff identical or similar positions with various employment tenures (temporary and permanent), language profiles, operational requirements, security requirements, and conditions of employment at the Department of National Defence.

COE2. Some positions may require up to full-time on-site presence (up to five days per week) based on operational requirements. This may be established as a condition of employment, and candidates must be willing and able to meet these requirements.

Operational Requirements

Depending on the position being staffed, operational requirements may be considered conditions of employment.

OR1. Willing and able to undertake extensive travel.

OR2. Willing and able to work overtime as required.

OR3. Willing and able to comply with applicable safety regulations and procedures including wearing of appropriate personal protective equipment (PPE).

OR4. Willing and able to work at heights, in enclosed spaces, and physically lift up to 25 kg when required.

OR5. Possess and maintain a valid unrestricted provincial or territorial driver's licence valid in the location of work.

OR6. Willing and eligible to obtain and maintain a Departmental driver's licence (DND 404).

To support an efficient assessment process, essential experience criteria may be evaluated sequentially, one criterion at a time. Candidates must meet each criterion being assessed in order to proceed to the evaluation of subsequent criteria. Candidates who do not meet the criterion under review will be screened out of the process. It is the responsibility of candidates to carefully review the requirements and to ensure their application clearly demonstrates how each experience criterion is met.

EXPERIENCE

EX1. Experience planning, coordinating, implementing and monitoring infrastructure, facilities, engineering, construction, maintenance or recapitalization projects.

EX2. Experience providing technical advice and recommendations to management, clients, stakeholders, consultants or contractors.

EX3. Experience working in a multidisciplinary engineering, technical, infrastructure, construction, or real property environment.

EX4. Experience interpreting and applying legislation, regulations, policies, standards, codes or technical requirements relevant to project delivery or asset management.

EX5. Experience coordinating the activities of multiple stakeholders, consultants, contractors, service providers or project team members to achieve project objectives.

ASSET EXPERIENCE:

AEX1. Experience conducting inspections and condition assessments of buildings, facilities, infrastructure or technical systems.

AEX2. Experience managing physical assets such as land, buildings and infrastructure. This includes, but is not limited to; planning and overseeing maintenance and repairs, prioritizing infrastructure projects, monitoring asset condition and planning for upgrades, replacement or disposal.

AEX3. Experience providing leadership, guidance, coordination, or direction to technical staff, project teams, consultants, contractors, or multidisciplinary stakeholders in the delivery of projects, programs, or operational activities.

AEX4. Experience drafting technical drawings using CAD software.

AEX5. Experience working in northern, remote or isolated locations.
