Senior Project Manger

Level: Senior

Location: McLean, VA / Washington, DC (onsite and offsite support as authorized by the customer).

Clearance: No Clearance Required. However the agency will conduct a National Agency Check and Inquiries (with fingerprinting), which consists of searches of records covering specific areas of a person's background during the past five (5) years. Those inquiries are sent to current and past employers, schools attended, references, and local law enforcement authorities.

Education: Master's Degree or Bachelor's Degree

• Deliver accurate, high-quality, accessible, and timely products and services that meet FHWA requirements and support positive Government performance feedback.
• Identify and resolve quality, coordination, schedule, or technical issues early enough to prevent customer or mission impact.

Responsibilities:

The Senior Project Manager provides overall management of complex, high-visibility projects, a portfolio of tasks, and projects in a busy research communications and publishing office. Specific responsibilities include but are not limited to:
• Conduct strategic planning, allocate resources, and coordinate with Government Contracting Officers (COs), Technical Representatives (CORs), Task Managers, and Researchers.
• Ensure all deliverables are met on schedule and within budget while managing risk and performance metrics.
• Provide end-to-end project oversight and tracking for all publications, marketing, and other related tasks.
• Handle planning, scheduling, and milestone tracking.
• Provide administrative support and regular status updates to ensure timely delivery of all work.
• Monitor and document production details across all product phases; due dates; production schedules; and milestones.
• Proactively follow up with RD&T research staff to keep tasks on track to meet deadlines.
• Record and maintain all progress and status information in the RD&T product submission and tracking system.
• Ensure that staff (18 personnel) are updating the submission and project tracking system to enable customers to see the status of their projects.
• Lead multidisciplinary teams producing technical reports, publications, presentations, videos, social media, web content, online tours, and other communications products.
• Proactively resolve staffing, schedule, quality, and performance risks.
• Conduct recurring task-order and project status meetings and provide accurate meeting notes, status summaries, and management reporting.
• Maintain continuous workforce coverage and coordinate qualified backup support when required to protect uninterrupted performance.

Qualifications:
• Relevant experience in Business, Marketing/Communications, or a related technical discipline.
• 10+ years of relevant professional experience, including leadership of multidisciplinary teams, managing marketing and communications; and supervising the publication of technical information from concept to final product from one-page flyers to 300+ page technical reports; presentations; videos; online tours; social media; and other communications collateral.
• Transportation experience, especially in highway and surface transportation is preferred.
• Experience managing multiple high-visibility projects, schedules, resources, risks, quality, and performance metrics.
• Experience with quality-control plans, Section 508 workflows, and Federal publication standards.
• Strong written and oral communication skills and experience coordinating with senior Government stakeholders.
• Ability to work in a fast-paced research communications environment and maintain accurate project tracking and status visibility.

The following qualifications are desired:
• Transportation experience, especially highway or surface transportation research.
• Federal communications, publishing, or research-program management experience.

Travel: Continental U.S. (CONUS) travel may be required to attend customer meetings, program reviews, stakeholder engagements, training events, conferences, production activities, or mission-related activities as directed.
