Senior Project Manager, Environmental, Richardson, TX

Halff has an immediate opening for an experienced, detail-oriented, well-organized, dependable, and highly motivated environmental scientist, geologist, or geoscientist to serve as a Senior Project Manager on our Environmental team in Richardson, TX. The ideal candidate will have at least 10 years of experience in environmental consulting and a proven track record of successfully delivering projects under regulatory programs such as the Texas Commission on Environmental Quality (TCEQ), Texas Risk Reduction Program (TRRP), Resource Conservation and Recovery Act (RCRA), and/or Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).

This position involves working closely with clients, Project Managers, Team Leaders, and technical staff on environmental due diligence, remediation, compliance, and environmental sampling and analysis projects. The Senior Project Manager will oversee complex projects, manage budgets and schedules, mentor junior staff, support business development efforts, and provide technical leadership. A strong understanding of environmental field activities, regulatory compliance, and technical reporting is essential. What you will do:
  • Provide technical leadership and support on environmental projects.
  • Lead and manage environmental projects from inception through completion, ensuring adherence to scope, schedule, budget, and quality objectives.
  • Conduct and oversee environmental studies, site investigations, assessments, data collection, and analysis to identify environmental impacts and support regulatory compliance.
  • Plan, schedule, and supervise small- and large-scale field investigations, including utility locating, geophysical surveys, excavation, drilling, and subcontractor activities.
  • Serve as a technical resource on environmental regulations, policies, permitting requirements, and industry best practices.
  • Review and approve environmental reports and studies, including Phase I and Phase II Environmental Site Assessments, Remedial Investigations, and Affected Property Assessments.
  • Prepare and review technical reports, regulatory submissions, compliance documentation, environmental impact assessments, feasibility studies, and project recommendations.
  • Review and validate laboratory analytical data using applicable federal and state guidance.
  • Conduct environmental audits and inspections to evaluate compliance with environmental laws and regulations.
  • Develop and implement environmental management, mitigation, and restoration strategies.
  • Collaborate with multidisciplinary teams, including engineers, architects, and planners, to integrate environmental considerations into project planning and design.
  • Communicate directly with clients regarding project scope, deliverables, schedules, and technical issues.
  • Mentor and support junior environmental scientists and technical staff.
  • Stay informed of emerging environmental regulations, technologies, and industry trends.
  • Travel to project sites as required.

What you will need:
  • Bachelor's or Master's degree in Geology, Chemistry, Environmental Science, or a related field from an accredited university.
  • Minimum of 10 years of experience in the environmental consulting industry.
  • Experience managing projects and preparing compliance documentation under TRRP, CERCLA, RCRA, or similar regulatory programs, with a strong understanding of applicable requirements.
  • Strong knowledge of environmental science principles, assessment methodologies, environmental regulations, permitting processes, and industry practices.
  • Experience planning and leading environmental projects, including project planning, resource allocation, scheduling, budgeting, and risk management.
  • Working knowledge of environmental field documentation, sampling techniques, equipment operation, maintenance, and related field activities.
  • Proficiency with environmental modeling and assessment software tools.
  • Strong written and verbal communication skills with the ability to prepare technical reports, deliver presentations, and communicate effectively with stakeholders.
  • Excellent analytical, problem-solving, organizational, and time-management skills.
  • Strong attention to detail and accuracy in environmental investigations, data analysis, and report preparation.
  • Ability to evaluate laboratory analytical data and field observations and clearly communicate technical findings.
  • Demonstrated ability to collaborate effectively with clients, management, peers, vendors, and multidisciplinary project teams.
  • Willingness to obtain certifications and participate in training activities as needed.
  • Valid driver's license with a good driving record.
  • Ability and willingness to travel to project sites, including occasional extended travel of more than three consecutive days.
  • Candidate must be able to pass a background check required for entry into federal facilities.
  • Qualified applicants offered employment must pass a pre-employment substance abuse test and company physical examination confirming the ability to perform field activities.
  • Ability to work outdoors in varying environmental conditions, including extreme heat, cold, and wind.
  • Ability to repeatedly lift up to 25 pounds and safely access job sites and construction areas.

Preferred Qualifications:
  • Experience conducting work under the regulatory authority of the U.S. Environmental Protection Agency (EPA), Texas Commission on Environmental Quality (TCEQ), Texas Risk Reduction Program (TRRP), Railroad Commission of Texas (RRC), Louisiana Department of Environmental Quality (LDEQ), Oklahoma Department of Environmental Quality (ODEQ), and Oklahoma Corporation Commission (OCC).
  • GIS experience.
  • OSHA 40-Hour HAZWOPER certification.
