STV is seeking a Senior Project Manager-Architect for our Buildings group in NYC.

Position Overview

The Senior Project Manager is an architecture-embedded role responsible for the full project management lifecycle across a portfolio of concurrent New York City Housing Authority (NYCHA) projects spanning facade, residential renovation, and community facility work. Sitting within STV’s Architecture group and reporting to the NYM Architecture Team Leader, this position carries both PM-level contractual and financial authority and the day-to-day coordination responsibilities of a senior project delivery leader.

The position demands deep familiarity with public agency delivery — NYCHA’s procurement environment, NYC DOB processes, and the compliance obligations unique to NYCHA-funded work — and the operational capacity to manage a high-volume, multi-project portfolio with precision.

Key Responsibilities

• Own the full project management lifecycle across the NYCHA portfolio, including contract administration, fee development, billing, change order management, and additional services authorization.

• Serve as the primary client interface for NYCHA project managers and agency stakeholders across all active projects; maintain strong day-to-day working relationships and escalate strategic issues to the NYM Architecture Team Leader.

• Develop and maintain project workplans, staffing plans, and delivery schedules across the portfolio; coordinate with Staff Development Leaders to align staffing needs with available resources.

• Coordinate across the full internal project team — architecture staff including Project Architects, Senior Designers, and Specification Writers, and STV engineering disciplines where engaged — and external subconsultants to ensure integrated, on-schedule delivery. Provide management oversight of engineering discipline leads on projects where STV provides multi-discipline services.

• Track and report project financials with accuracy: fee burn rates, billing milestones, budget variances, and forecast-to-complete; present portfolio-level financial status to the NYM Architecture Team Leader on a regular cadence.

• Manage NYCHA-specific compliance obligations including Section 3 requirements and M/WBE reporting across all active projects.

• Navigate NYC Department of Buildings permitting, approvals, and regulatory coordination across concurrent scopes.

• Identify project risks early — scope, schedule, budget, and client relationship — and develop mitigation strategies in coordination with firm leadership.

• Support NYCHA proposal development and pursuit activities, including project experience narratives, staffing plans, and client-facing materials; participate in interviews and client presentations at existing accounts.

Qualifications — Required

• Bachelor’s degree in Architecture; Master’s degree preferred.

• 10+ years of experience in architecture or A/E project management, with demonstrated senior-level responsibility for project financials and client relationships.

• Experience managing public agency clients in New York City, including familiarity with city agency procurement processes, contracting, and compliance requirements.

• Hands-on experience with contract administration, fee tracking, billing, and change order management in an architecture or multi-discipline A/E environment.

• Familiarity with NYCHA compliance obligations including Section 3 and M/WBE reporting; candidates with equivalent public housing or city agency compliance experience will be considered, as STV provides onboarding support in this area.

• Proficiency in Revit and working knowledge of project management platforms (Deltek, Procore, or comparable).

• Strong written and verbal communication skills; capable of representing STV in client meetings and agency settings.

• Must be eligible to work in the United States without sponsorship from STV.

Qualifications — Preferred

• Registered Architect (RA) in New York or a U.S. jurisdiction with reciprocity.

• Direct NYCHA project experience across multiple project types.

• Familiarity with NYC HPD design standards and procedures.

• Experience spanning facade/envelope, residential interior renovation, and community or recreation facility project types.

Compensation Range:

$149,671.54 - $171,053.19
