Purpose of Position

Provide project controls expertise and decision-making support on cost, schedule, and process controls for projects within the UT System Capital Improvement Program (CIP). Contribute to the development, implementation, and ongoing improvement of Office of Capital Project's program controls and reporting practices. Collaborate with project teams, support consistent use of project controls standards, and help ensure that information is accurate for effective project oversight and decision-making.

Essential Functions
  • Support project teams in monitoring, forecasting, and reporting on cost, schedule, and process controls.
  • Analyze project performance data to identify trends affecting cost and schedule outcomes.
  • Support change-management activities to help ensure that cost and schedule impacts are accurately reflected in project controls tools and reports.
  • Assist with research and comparative analysis of internal and external cost and schedule benchmarks to support planning and assess project performance within the CIP.
  • Conduct quantitative and qualitative analysis to support strategic initiatives, program improvements, information requests, audits, and special projects.
  • Assist with project management information system administration, provide user support and troubleshooting, maintain internal web content, and update dashboards to enhance reporting and decision-making.
  • Assist in training and onboarding efforts related to project controls systems, reporting tools, and governance standards to promote consistent application across project teams.
  • Support the development, maintenance, and improvement of project controls policies, workflows, systems, and governance frameworks-including cost management, change management, and schedule controls.
  • Stay informed on industry trends in construction economics, project controls technology, benchmarking, scheduling practices, and key performance indicators, and help translate insights into recommendations for project teams.
Knowledge, Skills & Abilities
  • Experience using enterprise-level PMIS platforms, with familiarity in workflows, reporting features, and project controls functionality.
  • Working knowledge of project controls principles, including cost tracking, schedule analysis, risk identification, earned value concepts, and basic variance review.
  • Strong analytical capabilities, with the ability to interpret project data, validate data quality, and support the development of dashboards, KPIs, and performance insights.
  • Familiarity with relational databases or business intelligence tools, with the ability to run basic queries or support reporting enhancements.
  • Experience working on large or complex capital projects in public-sector or private-sector environments with multiple stakeholders and compliance requirements.
  • Strong written and verbal communication skills, with the ability to translate technical information into clear summaries for project teams, partners, and leadership.
  • Ability to collaborate effectively across project teams, promote consistent project controls practices, and contribute to problem-solving in multidisciplinary environments.
  • Proven ability to manage multiple tasks and deadlines, maintaining accuracy, attention to detail, and high-quality documentation in a fast-paced setting.
Required Qualifications

Preferred Qualifications
  • Master's degree in architecture, engineering, construction management, or related technical field
  • 3 years of experience supporting capital projects or construction programs, including work on large or complex facilities
  • Experience with project controls functions such as cost tracking, schedule analysis, risk identification, cash-flow development, or benchmarking
  • Familiarity with portfolio-level analysis tools or methods and the ability to support forecasting and performance reporting across multiple projects
  • Ability to prepare clear, well-structured reports and visualizations that support project-level and program-level decision-making

Additional Information

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to a minimum of 20 hours per week and at least 135 days in length. Participation in TRS is mandatory.
