Description Your role at GEI. We are seeking a Senior Project Analyst to join the Integrated Water Management Group in our Sacramento office. This position offers opportunities to lead and contribute to a broad range of water resources planning, public safety training, and emergency management initiatives.
The Senior Project Analyst is a seasoned professional capable of applying advanced emergency management standards, project analysis, and technical evaluation. This role requires independent judgment in developing emergency management initiatives, leading multi-disciplinary project teams, delivering HSEEP-aligned training exercises, and supporting complex multi-agency coordination efforts.
Essential Responsibilities & Duties Emergency Management & Planning Leadership - Oversee the development, review, and updates of Emergency Operations Plans (EOPs), Emergency Action Plans (EAPs), Emergency Operations Center (EOC) manuals, other Emergency Management Plans, and technical studies in strict compliance with FERC, Cal OES Division of Dam Safety, SEMS, NIMS, ICS, and the California State Emergency Plan.
- Provide high-level guidance, facilitation, and leadership during client emergency response, post-disaster recovery, and federal/state cost recovery activities.
- Evaluate utility infrastructure and cybersecurity assets (including NERC CIP awareness) to verify regulatory compliance and overall risk mitigation.
Exercise Design, Instructional Leadership, & Training - Direct the complete Homeland Security Exercise and Evaluation Program (HSEEP) lifecycle, including designing, developing, and executing tabletop, functional, full-scale exercises, seminars, and workshops.
- Lead curriculum modernization, training policy creation, and adult learning workshops for public safety, emergency response, and client personnel.
- Lead the development of comprehensive exercise materials such as playbooks, simulation tools, evaluation guides, and executive presentations.
- Facilitate post-exercise evaluations and author final After-Action Reports (AARs) and Improvement Plans (IPs).
Project Execution & Task Order Management - Serve as Project Manager or Task Order Manager on complex emergency management and water resources contracts, taking responsibility for scope, schedule, budget, quality control, and deliverable tracking.
- Manage and mentor project staff, fostering professional development while coordinating with registered civil engineers, flood management, and dam safety specialists.
- Facilitate stakeholder workshops, risk assessments, and multi-disciplinary project alignment meetings across state and local public safety agencies.
- Provide responsive technical and field support during client emergency activations, including potential deployment in Incident Command System (ICS) or Planning Section roles.
Business Development & Capture Strategy - Maintain strong client relationships and serve as a primary contact across multi-agency initiatives.
- Drive business development efforts by leading capture strategies, client needs assessments, proposal preparation, project cost estimation, and scope development to expand emergency management services.

Experience Requirements: - 10+ years' experience working on water resources, emergency management, dam safety, public safety, or other related analytical projects.
- 10+ years' experience in high-level facilitation and curriculum development for public safety and emergency management professionals
- 5+ years of hands-on experience designing, executing, and facilitating emergency management exercises.
- Completion of ICS 100, ICS 120, ICS 130, ICS 200, IS 700, and IS 800 training courses.
Education and Certification Requirements: - Bachelor's degree required; Master degree in Emergency Management, Public Administration, or a related field (completed or in progress) strongly preferred.
- Project Management Professional (PMP) certification required.
- Certified Emergency Disaster Professional (CEDP) required.
- Master Instructor certification or equivalent required.
Minimum Qualifications - Superior written and verbal communication skills, including executive briefing, technical writing, and workshop facilitation capabilities.
- Demonstrated ability to manage project financials, deliverables, and multi-priority schedules under state agency contracts.
- Familiarity with emergency mass notification platforms (e.g., Everbridge), public safety communications, and critical infrastructure protection standards.
- Ability to work independently as a practice leader and collaboratively within multi-disciplinary technical teams.
- Valid driver's license.
