About the Position

As a Senior Programmer Analyst within the , you will take a lead technical role in the development, enhancement, and support of applications used by County departments. Working with considerable independence and collaborating with project managers, customers, developers, and other technical staff, your responsibilities will include:
  • Leading the analysis, design, development, testing, implementation, and support of complex applications
  • Working with County departments to identify business needs and develop effective technical solutions
  • Designing and developing application code, database solutions, integrations, reports, and Application Programming Interface
  • Troubleshooting complex applications, systems, integration, and data issues
  • Leading application modernization, data migration, and systems integration efforts
  • Evaluating technical options and recommending solutions based on business and operational needs
  • Establishing and supporting development standards, documentation, and technical practices
  • Reviewing technical work and providing guidance to Programmer Analysts and other team members
  • Mentoring staff and sharing technical knowledge across the team

The ideal candidate is an experienced, analytical, and solutions-oriented technology professional with strong technical judgment and the ability to translate complex business needs into effective technology solutions. They are comfortable taking ownership of complex assignments, providing technical guidance, and collaborating with both technical and non-technical customers. They will also possess many of the following:
  • Considerable knowledge of the software development life cycle (SDLC) and development methodologies such as Agile and Waterfall
  • A strong background developing, enhancing, maintaining, and supporting complex applications in an enterprise environment
  • Proficiency with programming and web development technologies such as C#, .NET/ASP.NET, JavaScript, Python, Java, or similar technologies
  • Advanced knowledge of relational databases such as SQL Server or Oracle, including complex SQL, stored procedures, and data analysis
  • Knowledge of application architecture, systems integration, APIs, web services, and reporting technologies
  • Familiarity with Microsoft development technologies, source control, DevOps, testing, and CI/CD practices
  • Knowledge of modernizing and supporting legacy or business-critical applications
  • Strong analytical, troubleshooting, and problem-solving skills
  • The ability to evaluate technical options and make sound recommendations

Minimum Qualifications

Education: Any combination of education and training which would provide the opportunity to acquire the knowledge and abilities listed. Normally, graduation from a four-year college with major coursework in computer science, information systems, or a closely related field would provide this opportunity.

Experience: Any combination of training and experience which would provide an opportunity to acquire the knowledge and abilities listed. Normally, two years of technical professional experience involving systems analysis and programming in a multi-platform information systems environment would provide this opportunity. Additional highly relevant professional level experience may be substituted for the required education.

License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.

Considerable knowledge and understanding of: structured coding and analysis; application development products; specific programming techniques and languages such as COBOL, C/C++, SQL, and Visual Basic; principles, methods, and techniques of systems analysis; data representation, data types, data structures, and algorithms; methods to analyze and recommend business solutions to meet customer needs and requirements; operation and application of relational database and file management systems.

Working knowledge and understanding of: the inter-relationship of mainframe, PC, LAN, Network and telecommunications systems including hardware components, software applications, operating systems, and documentation; database design; computer operations, including operating systems and software products; principles of data security; methods and techniques of providing support to users; methods and techniques of troubleshooting software and inter-connectivity problems; principles of project management; principles of governmental accounting and fiscal systems.
