Program/Project Manager - SCS Training Support

Position Summary

The Program/Project Manager (PM) provides full-spectrum leadership, oversight, and execution management for NAVSEA PMS 339 training programs, specifically supporting SCS training evolutions. The PM ensures all training development, modernization, delivery, and sustainment activities meet NAVSEA, TYCOM, and Fleet requirements while maintaining compliance with DoD acquisition, SEA 21/SEA 00 training governance, and applicable Navy training system standards.

The PM serves as the primary interface with PMS 339, NIWC, TYCOMs, Fleet stakeholders, and industry partners, ensuring coordinated, timely, and high-quality execution of all training deliverables, events, and modernization efforts.

Key Responsibilities

Program Leadership & Execution
  • Lead planning, execution, and oversight of SCS training programs, including curriculum development, modernization, validation, and delivery.
  • Maintain and manage Integrated Master Schedules (IMS) aligned with PMS 339 milestones, modernization cycles, and Fleet training event timelines.
  • Coordinate training evolutions across ship classes, Fleet concentration areas, and TYCOM priorities.
  • Ensure alignment with NAVSEA training system acquisition processes, including SETR, NTSP updates, and training system configuration management.

Customer & Stakeholder Engagement
  • Serve as the primary point of contact for PMS 339, PAE Maritime, NIWC, TYCOMs, and Fleet training commands.
  • Lead Program Management Reviews (PMRs), In-Progress Reviews (IPRs), and technical coordination meetings.
  • Develop and provide training requirement inputs, to advise the Deck, Navigation and Combat Systems Mission Area Chairs on defending the requirements to the Surface Warfare Training Committee (SWTC).
  • Provide clear, timely communication regarding program status, risks, and deliverables.
  • Provide regular program updates, lessons learned, and best practices to navigation forums: Force Navigation Council, FCA Navigation Councils, SWSC Navigation and Deck Courses, etc.

Training System Management
  • Oversee development and sustainment of SCS training artifacts, including:
    • Learning Objectives (LOs)
    • Training Task Analysis (TTA)
    • Instructional Media Packages (IMPs)
    • Courseware (CBT/ILT)
    • Instructor guides and student guides
    • Assessment tools and performance checklists
  • Ensure training content aligns with NAVEDTRA, NTSP, and Human Systems Integration (HSI) standards.

Event Planning & Execution
  • Coordinate and manage training evolutions including:
    • Shipboard training events
    • Fleet training team engagements
    • Validation/verification events
    • Instructor-led training (ILT) and simulation-based training
  • Ensure readiness of instructors, materials, systems, and logistics for each event.

Financial & Contract Management
  • Manage program budgets, forecasts, and cost performance in alignment with PAE Maritime financial reporting requirements.
  • Oversee contract deliverables, CDRLs, and compliance with PAE Maritime contract governance.
  • Support financial planning and budget forecasts for proposal development, Basis of Estimates (BOEs), and pricing for follow-on training modernization efforts.

Risk, Issue, and Opportunity Management
  • Maintain program risk registers and mitigation plans.
  • Identify opportunities for training modernization, efficiency improvements, and Fleet readiness enhancements.
  • Coordinate with engineering and training system teams to resolve technical issues impacting training delivery.

Team Leadership
  • Lead cross-functional teams including instructional systems designers, training analysts, engineers, logisticians, and Fleet SMEs.
  • Assign tasks, monitor performance, and ensure adherence to quality and schedule.
  • Foster collaboration across government, contractor, and Fleet stakeholders.

Quality Assurance & Compliance
  • Ensure compliance with:
    • NAVEDTRA 142 series
    • DoD 5000 series acquisition requirements
    • PAE Maritime training governance
    • PMS 339 technical and training standards
  • Maintain audit-ready documentation and configuration control of all training materials.

Required Qualifications

Knowledge, Skills, and Abilities
  • Deep understanding of Navy operational mission areas, training systems, Fleet training processes, and PAE Maritime/NIWC training governance.
  • Experience with shipboard systems training, aviation ground training, combat systems training, deck and navigation training.
  • Strong knowledge of instructional systems design, training system acquisition, and NTSP/FEA/JDTA processes.
  • Ability to manage complex technical programs with multiple government and Fleet stakeholders.
  • Proficiency with MS Excel, MS Word, MS Powerpoint, MS Project, Smartsheet, or equivalent scheduling tools.
  • Strong communication, leadership, and decision-making skills.

Education & Experience
  • Bachelor's degree in Engineering, Business, Instructional Systems, or related field.
  • 12-17 years of experience managing Navy or DoD training programs.
  • Experience supporting PAE Maritime, NIWC, or TYCOM training programs preferred.
  • PMP, DAWIA PM Level II/III, or equivalent certification highly desirable.
  • Experience with shipboard deck and navigation/seamanship training evolutions and team leadership, to include ship control and bridge watch duties and qualifications.

Clearance Requirements
  • Active Secret clearance required.
  • TS/SCI preferred depending on system access requirements.

Work Environment
  • Hybrid environment including office, government facilities, shipboard locations, and Fleet concentration areas.
  • Frequent travel required to support training events, PMRs, and coordination meetings.
