Responsibilities

Peraton is seeking a Senior Program Manager (PM) to lead a large-scale, mission-critical IT managed services program spanning seven integrated service towers. The PM serves as the single accountable leader and primary point of contact to the customer, owning all aspects of program performance, delivery, financial health, personnel management, and continuous service improvement.  

Location: Arlington, VA (On-Site / Hybrid)

 

The program encompasses the full lifecycle management of enterprise IT infrastructure across two data centers, six DC-area headquarters locations, and nationwide field and regional offices.

  • Data Center Operations (DCO)
  • Network Services
  • Unified Communications (UC)
  • Client Services (CS)
  • Service Desk (SD)
  • Monitoring & Event Management (MEM)
  • Cloud Operations (CO)
  • Cross Functional Services

Day to Day Roles and Responsibilities:

Program Leadership & Customer Relationship Management 

  • Serve as the executive-level interface to customer leadership. 
  • Build and maintain trusted advisor relationships at senior government levels; proactively identify risks, opportunities, and strategic initiatives. 
  • Lead periodic program reviews, quarterly business reviews (QBRs), and executive briefings; represent Peraton's performance with accuracy and transparency. 
  • Ensure contractor compliance with the FDIC governance model — all approvals, change authorities, and RACI responsibilities exercised in accordance with the SOW. 

Service Delivery & SLA Compliance 

  • Maintain responsibility for meeting all contractual Service Level Agreements (SLAs) across all seven towers, from Priority 1 outage response (within 5–15 minutes of detection) to patch identification windows, CMDB accuracy, and customer satisfaction targets. 
  • Champion a performance management culture with open dialogue, honest reporting, and corrective action plans when SLAs are at risk. 
  • Oversee 24/7/365 operational continuity requirements — no relief for physical closures, weather events, or FDIC-side delays unless Excused Performance criteria are formally met. 
  • Drive root cause analysis and problem management processes for recurring or major incidents. 

Financial & Contract Management 

  • Own the program Profit & Loss (P&L), including labor, subcontractor, material, and contractor-borne costs (OEM support, spare parts, warranties, EOC infrastructure). 
  • Manage contract modifications, task order/delivery order execution, and Estimates at Completion (EACs). 
  • Ensure contractual financial obligations are met, including OEM Premier Support agreements (Microsoft, Cisco, IBM) and hardware bench stock requirements across all towers. 
  • Provide accurate and timely financial reporting to Peraton leadership and the customer as required. 

Workforce & Subcontractor Management 

  • Recruit, develop, retain, and manage a multi-disciplinary team of Tower Leads, engineers, and operational staff across all service towers. 
  • Ensure Tower Leads hold required ITIL  certifications and minimum experience qualifications  
  • Manage subcontractor relationships, teaming partner performance, and flow-down of contractual requirements. 
  • Maintain full compliance with U.S. citizenship requirements for sensitive positions (Network, Service Desk, and Bank Examination roles). 

Technology & Transformation 

  • Provide strategic oversight across a complex, multi-platform environment: mainframe (z/OS), VMware, Citrix, Windows/Linux/Solaris, Avaya, Office 365, AWS/Azure, ServiceNow, McAfee/Carbon Black, and more. 
  • Drive technology refresh initiatives, annual capacity planning, and quarterly evaluations to keep FDIC infrastructure current. 
  • Support a cloud adoption roadmap (IaaS, PaaS, SaaS) and ensure contractor operations integrate seamlessly with cloud platforms. 
  • Champion automation, continual service improvement (CSI), and self-service capability development (e.g., knowledge base expansion, ITSM workflow automation). 

Risk, Compliance & Security 

  • Identify, assess, and mitigate program risks across operational, financial, technical, and personnel dimensions. 
  • Ensure compliance with federal IT security requirements, access control policies, and credential vault standards. 
  • Oversee security incident reporting obligations; ensure threat signature management timelines are met. 
  • Maintain strict data handling protocols for sensitive operations.

Reporting & Configuration Management 

  • Ensure CMDB accuracy across all towers; data updated immediately following environment changes and available to the customer within required windows. 
  • Oversee delivery of all contractual deliverables: capacity plans, patch reports, monitoring dashboards, incident summaries, monthly trend reports, and ad-hoc queries. 
  • Maintain program documentation and transition artifacts in accordance with FDIC standards. 
Qualifications

Basic Qualifications:

  • High School diploma/equivalent 16 years of experience, may have management experience
  • Must be a U.S. Citizen with ability to obtain and maintain a Public Trust clearance. 
  • Minimum 15 years of progressive IT experience, including at least 10 years in program/project management roles on federal government IT contracts. 
  • ITIL v4 Foundation certification (or higher); working knowledge of ITIL service management disciplines across incident, problem, change, and configuration management. 
  • Project Management Professional (PMP) certification from PMI, or equivalent. 
  • Demonstrated experience managing large-scale ($200M+) federal IT managed services contracts with multi-tower or multi-domain scope.
  • Proven track record managing program financials, including contractor-borne cost responsibilities, subcontractor management, and EAC/ETC reporting. 
  • Direct experience managing customer relationships with U.S. government agencies at the senior executive level. 
  • Demonstrated experience delivering against complex, contractually defined SLA frameworks with priority-tiered incident management. 

Preferred Qualifications:

  • Bachelor's degree in Information Technology, Computer Science, Engineering, Business Administration, or a related field.
  • Prior experience supporting FDIC, OCC, Federal Reserve, NCUA, , Treasury, or similar financial regulatory agencies. 
  • ITIL Expert, PgMP (Program Management Professional), CISSP
  • Hands-on or managerial experience with enterprise data center operations including mainframe, VMware, storage/backup, and middleware. 
  • Familiarity with large-scale Unified Communications programs spanning legacy TDM, Avaya IP telephony, and Microsoft O365/Teams. 
  • Experience with enterprise ITSM platform governance, SLA configuration, ticket taxonomy, and CSI programs. 
  • Experience with staffing models, shift management, and performance analytics for 24/7 operational environments. 
  • Demonstrated track record of applying artificial intelligence, machine learning, and intelligent automation (e.g., AIOps, RPA, generative AI tooling) to drive measurable operational value — such as reduced mean time to resolution, proactive anomaly detection, self-healing workflows, or service desk deflection — within large-scale IT managed services environments. 
Target Salary Range$190,000 - $304,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
