The Opportunity: - Lead the delivery of a multi-team Agile program developing mission-critical GEOINT capabilities for the National Geospatial-Intelligence Agency (NGA).
- Serve as the primary interface with Government program leadership, with full responsibility for cost, schedule, and performance.
- Direct a cross-functional workforce of engineers, developers, and delivery professionals in a SAFe-based environment.
- Shape program strategy, growth, and customer relationships on a high-visibility national security program.
Responsibilities: - Manage overall program execution including cost, schedule, technical performance, and contract deliverables.
- Serve as the primary point of contact for the Government Program Manager, Contracting Officer's Representative, and mission stakeholders.
- Lead staffing, hiring, and subcontractor management to maintain a fully resourced program.
- Oversee financial management including budgeting, forecasting, burn-rate analysis, and invoice review for a Time & Materials contract environment.
- Direct Agile delivery cadence and ensure program commitments are met across Program Increments.
- Identify, manage, and mitigate program risks and issues; escalate with recommended courses of action.
- Drive quality of contract deliverables, monthly status reporting, and program reviews.
- Identify and support on-contract growth and new business opportunities.
Qualifications: Required:
- TS/SCI Security Clearance with ability to obtain Polygraph
- Bachelor's degree in a related field (equivalent experience accepted).
- 8+ years of program or project management experience on Government IT programs.
- Demonstrated success managing software development programs using Agile methodologies.
- Experience managing program financials in a Time & Materials or similar contract environment.
- Proven ability to lead large, cross-functional teams and manage subcontractor relationships.
- Excellent written and verbal communication skills with Government stakeholders.
Desired:
- PMP, PgMP, or equivalent program management certification.
- SAFe certification (SAFe Agilist, RTE, or LPM).
- Prior experience supporting NGA or the Intelligence Community.
