Senior Program Manager/Asst. ISSO for a new opportunity to support our government customer.

LOCATION: Charlottesville, VA (in office)

SUPERVISORY RESPONSIBILITY
Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

POSITION DESCRIPTION - The Sr. Program Manager/Asst. ISSO provides ongoing support for Federal Government client. They will lead the team end-to-end - owning delivery, staffing, customer relationships, compliance, and financial performance for a multi-year engagement. This role will also serve as the Assistant Information System Security Officer (ISSO) for the platform.

ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES
  • Maintain organizational and administrative control of the program to ensure all deliverables meet contract specifications and schedule.
  • Serve as the primary interface to the Contracting Officer's Representative (COR) and government stakeholders.
  • Manage staffing - including SCI nominations, replacements, and notifications for any key personnel changes.
  • Oversee Agile delivery cadence, quality metrics, and risk management across a distributed team of developers, engineers, analysts, and systems administrators.
  • As the Assistant ISSO, co-own the system's security posture - RMF artifacts, ATO sustainment, STIG compliance, and coordination with the government Chief Information Office on accreditation activities.
  • Drive continuous improvement in cost, schedule, technical performance, and customer satisfaction.
  • Performs related work as assigned.
MINIMUM QUALIFICATIONS
  • Minimum of 7 years of experience, particularly in federal or DoD environments
  • Must have at least 5+ years of PM experience on Agile software project
  • Demonstrated experience managing federal software development or IT services contracts, ideally in the DoD or Intelligence Community.
  • Strong grounding in Agile program management, Atlassian Jira/Confluence, Risk Management Framework (RMF), System Documentation, earned value concepts, and subcontractor oversight.
  • Proven ability to hire, retain, and lead cleared technical talent.
  • Excellent written and verbal communication - you will brief the customer, your leadership, and your team with equal clarity.
CLEARANCE
  • Active TS/SCI
CERTIFICAITON
  • PMP, Agile (e.g., SAFe, CSM), or equivalent program management certification preferred.
  • Security+ CE certification or equivalent/higher level DoD 8140 (prev. 8570 IAT Level II (within 6 months) equivalent or higher.
EDUCATION
  • Bachelor's degree in a related field (four additional years of specialized experience may substitute for the degree requirement).
HOURS OF OPERATION
The worksite location will be performed predominantly at the Government offices during core business hours of 8:00 a.m. - 6:00 p.m., Monday through Friday on a regular 40 hour per week schedule unless otherwise required by the Manager.

PHYSICAL, MENTAL, AND ENVIRONMENTAL CONDITIONS
Must have the use of sensory skills to effectively communicate and interact with other employees and the public using the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. No significant climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions.

CONDITIONS OF EMPLOYMENT
  • Must be legally authorized to work in the United States of America. Sponsorship will not be a part of this contract.
  • Must successfully complete a Blue Sky and customer background screening.
