Full Job Description
Senior Program Manager to own carrier operations within the US MFN External Fulfillment team. You will drive strategic carrier programs across the Buy Shipping platform, lead commercial negotiations, manage carrier onboarding and integration pipelines, and own the operational metrics that determine how millions of packages reach customers each week. This role sits at the intersection of program management, business development, and transportation operations.
You will own end-to-end carrier programs for assigned US carriers: contract negotiation, rate card management, quarterly business reviews, and executive engagement. You will define program strategy and shared goals with carrier partners, identify new opportunities to expand carrier capabilities (new ship methods, regional coverage, service tiers), and build scalable mechanisms to launch those capabilities across the seller base. You will partner with tech teams to deliver carrier integrations, monitor performance against SLAs, and drive cost reduction through rate optimization and surcharge management.
You will represent Amazon in carrier executive meetings and work cross-functionally with finance, legal, seller support, and engineering teams. You will contribute to cadenced reporting and narratives (MBR, QBR) and present them effectively to Directors. You will identify gaps between teams, processes, and plans, and proactively mitigate risks before they become roadblocks. You will define and scale playbooks and SOPs that raise the bar for carrier program management across the organization.
This role requires someone who operates at both the strategic level (shaping carrier partnerships, influencing program roadmaps, defining program priorities) and the tactical level (reconciling invoices, debugging data discrepancies, resolving operational escalations same-day). You thrive in ambiguity, make data-driven decisions with incomplete information, and communicate effectively with audiences from carrier operations teams to Amazon VPs.
Key job responsibilities
Carrier Program Strategy and Partnerships
Own end-to-end carrier programs, including contract negotiations, rate cards, SLAs, and quarterly business reviews
Define program strategy and shared goals with carrier partners aligned to senior leadership priorities
Drive carrier onboarding from evaluation through technical integration and launch
Negotiate commercial agreements and optimize pricing across national and regional carriers
Identify and scale new carrier capabilities across assigned programs (shipping methods, regional coverage, service tiers)
Monitor carrier performance metrics and lead remediation when service levels are missed
Operational Excellence
Build business cases with volume projections and financial models for new carrier partnerships
Execute cost reduction through rate negotiation and surcharge management
Contribute to cadenced reporting (MBR, QBR) and present effectively to Directors
Define and scale SOPs and playbooks that raise the bar for carrier program management across the org
Technical Partnership
Partner with engineering to define requirements for carrier API integrations, label generation, and tracking
Coordinate across development teams to deliver technical projects on time
Build mechanisms to track integration milestones and unblock dependencies
Stakeholder Management
Represent Amazon in carrier executive meetings and present to senior leadership
Coordinate across finance, legal, operations, and seller support teams
Identify and eliminate cross-team dependencies that block program delivery
A day in the life
No two days look the same. You might start the morning resolving a carrier service disruption, shift to reviewing contract redlines with legal before lunch, then spend the afternoon defining API integration requirements with engineering. By end of day you9re building a quarterly business review for Directors. Beyond your carrier programs, you9ll drive seller program launches, cost reduction initiatives, and peak season planning. You work closely with finance, legal, seller support, and engineering teams daily. BASIC QUALIFICATIONS
- 5+ years of program or project management experience
- Experience using data and metrics to determine and drive improvements
- Experience owning program strategy, end to end delivery, and communicating results to senior leadership
PREFERRED QUALIFICATIONS
- 5+ years of Business strategy or Non-Tech Program Management experience
- Master9s degree, or MBA in business, operations, human resources, adult education, organizational development, instructional design or related field
- Knowledge of general AI tools
- Experience working cross functionally with tech and non-tech teams
- Knowledge of Excel at an intermediate level (e.g., pivot tables & charts, multiple criteria lookups, nested logical/IF formulas, data cleansing, array formulas, etc.)
The base salary range for this position is listed below. Your Amazon package will include sign-on payments and restricted stock units (RSUs). Final compensation will be determined based on factors including experience, qualifications, and location.
