The Senior Program Financial Analyst provides financial and project control support across multiple programs within the business. This role is responsible for analyzing program financial performance, supporting scheduling and forecasting activities, and partnering with program managers and cross-functional teams to help ensure strong program execution. The ideal candidate brings experience in government manufacturing, strong financial analysis capabilities, and the ability to communicate financial risks and business insights to a variety of stakeholders. This position also plays a key role in proposal support, program planning, cost analysis, and schedule development and maintenance. Overall, the role helps drive effective program execution through strong financial oversight, planning, and cross-functional collaboration.

Job Responsibilities

  • Review requests for proposals (RFPs) and support the development of compliant and competitive responses
  • Support proposal activities, including bid/no-bid analysis, cost estimating, pricing, RFP review, risk assessment, and negotiations
  • Assist with preparation of Basis of Estimate (BOE) documentation, budgets, estimates at completion (EAC), estimates to complete (ETC), schedules, and status reporting
  • Analyze actual costs, forecast revenue and profit, and perform variance analysis to support program performance management
  • Provide financial and business analysis support to program managers and program teams
  • Ensure analyses are sound, aligned with company policies, and inclusive of all appropriate costs and reasonable fees
  • Provide guidance to teams and senior leadership on new business cost proposals, including compliance with RFP requirements, FAR, DFARS, CAS, and disclosure requirements
  • Develop and maintain project schedules, monitor progress, and escalate issues as needed
  • Identify and apply key performance indicators (KPIs) to monitor and improve business performance over time
  • Support pricing narratives, price strategy, risk assessments, business case analyses, and management briefings
  • Develop complex program plans and conduct in-depth analysis to define program requirements
  • Perform detailed analytical studies, monitor trends, and interpret results to support decision-making
  • Mentor and support the development of less experienced team members as needed


The Ideal Candidate has

  • Experience supporting multiple programs in a dynamic, cross functional fast-paced environment
  • Ability to communicate financial concepts and risks to non-financial stakeholders with strong verbal and written communication skills
  • Strong analytical and problem-solving skills with attention to detail, prioritize competing demands, and demonstrate a process orientated mindset
  • Understanding of financial analysis principles, forecasting, and cost reporting
  • Working knowledge of IR&D, B&P, Direct Sell, and allowable vs. unallowable costs
  • Experience supporting U.S. Department of Defense (DoD) contracts in a government manufacturing environment
  • Familiarity with Earned Value Management Systems (EVMS), including baseline management, variance analysis, and program forecasting
  • Working knowledge of FAR, DFARS, CAS, and SOX
  • Strong proficiency in Excel, Microsoft Office Suite, Microsoft Project, Visio, Oracle, ProPricer, and Power BI dashboard development, or other business tools development and support to enhance reporting, analysis, and decision-making

  • Bachelor's degree in Business, Finance, Accounting, or a related field, plus at least five years of progressively responsible experience in a government manufacturing environment.; Master's degree and/or professional certification preferred


The salary range for this position is $91,907.00/year- $131,428.00. This range reflects the good faith estimate of pay the employer is willing to offer at the time of posting. Several factors can influence the pay scale, including but not limited to: Federal contract labor categories and contract wage rates, collective bargaining agreements, geographic location, business considerations, scope, and responsibilities of the position, local or other applicable market conditions, and internal equity. Other factors include the candidate's qualifications such as prior work experience, specific skills and competencies, education/training, and certifications. In addition to base pay, employees may be eligible for: annual performance-based bonuses, equity awards, and overtime pay (for non-exempt employees as applicable.
