Job Description:
The Senior Procurement Manager is responsible for management and direction for all procurement functions on a large Rail and Transit project, including purchasing, expediting, supplier data control, supplier quality, and traffic.
Program background
The Gateway Program is the most urgent infrastructure program in the country – a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark, New Jersey and New York City, the busiest section of the Northeast Corridor (NEC). The first phase of the Gateway Program includes the Hudson Tunnel Project (HTP), which includes the construction of a new two-track tunnel under the Hudson River connecting to Penn Station New York as well as the full rehabilitation of the existing 110-year-old North River Tunnel. The Gateway Development Commission (GDC), established through bi-state legislation, is responsible for the financing and development of the Hudson Tunnel Project.
What You'll Be Doing:
Lead the procurement of the P2B Rail Transit Systems Fit Out and Installation package.
Manage the overall commercial and technical team throughout the lifetime of the procurement and execution of the P2B work scope.
Direct and coordinate a multidisciplinary consultant teams and internal staff responsible for RFQ/RFP development, commercial terms, and evaluation materials, while aligning requirements with external project partners.
Acted as primary point of coordination with Amtrak and the Gateway Development Commission to ensure procurement documents reflect complex interface, risk allocation, and governance requirements.
Lead award readiness and contract transition planning, preparing readiness‑to‑award documentation, confirming organizational, commercial, and operational preparedness, and supporting a smooth transfer of contract responsibility to the Port Authority as SEP.
Provide continuity of leadership across procurement, award, and early post‑award phases, ensuring contract intent, risk assumptions, and commercial commitments were clearly understood and effectively implemented.
Identify and pre-qualify suppliers and subcontractors that meet project requirements
Conduct background checks and evaluate suppliers based on cost, quality, reliability, and compliance with regulatory standards
Lead the team in the preparation, issuance, and tracking of purchase orders for materials, equipment, and services
Coordinate with the procurement team to ensure all orders are accurate and delivered on time to meet project deadlines
Maintain up-to-date records of procurement documents, including contracts, purchase orders, and amendments
Ensure all documentation complies with project requirements, regulatory guidelines, and audit standards
Act as a point of contact for suppliers regarding order status, delivery schedules, and any procurement-related issues
Resolve logistical and scheduling conflicts by coordinating with suppliers and project teams
Assist with budget tracking, ensuring procurement activities align with project budget allocations.
Performs other responsibilities associated with this position as may be appropriate.
What Required Skills You'll Bring:
Bachelor's Degree in Business Administration (or related field)
20+ years in the procurement of heavy civil/systems rail transportation programs.
Background in USDOT Full Funding Grant Agreement procurement processes and compliance with grant requirements.
Given the types of systems being procured, experience with Amtrak's design standards and a degree in engineering is required.
Experience in alternative project delivery methods like progressive design build, construction manager at risk, design build is required.
OPEX/Professional Services experience
Essential experience LEADING Procurement Services. Namely, experience as the Sr. Manager for all operational requirements in Professional Services Contract Administration
Lead at planning and drafting scope, creating price schedules
Solicitation of RFPs/Bids
Negotiating service contracts. (State or Federal)
Award of Service Agreement and Contract Management experience
State/City/Federal government experience
Must be detail oriented
Proficient with Microsoft office programs
