Role description:Arcadis is seeking a
Senior Procurement Manager to lead and manage the full lifecycle of professional services procurement within a large-scale infrastructure environment. This role is responsible for overseeing all operational aspects of contract administration, with a focus on professional services procurement. This is a strategic leadership position-not a transactional or purchasing support role-and requires a candidate who can drive procurement excellence, ensure compliance, and align sourcing strategies with program objectives.
The ideal candidate brings extensive experience leading complex procurement initiatives, with a strong preference for individuals who have operated within state, municipal, or federal government contracting frameworks. This individual will play a critical role in supporting high-impact infrastructure programs, collaborating with cross-functional teams to deliver efficient, compliant, and value-driven procurement outcomes.

Role Accountabilities:- Lead end-to-end procurement and contract administration for CAPEX-focused professional services, including development of scopes of work, pricing strategies, and full lifecycle solicitation management (RFPs through award).
- Direct and manage competitive procurement processes, ensuring compliant, efficient evaluation, selection, and award aligned with program and regulatory requirements.
- Negotiate and execute complex professional services contracts within state, municipal, and federal frameworks, with the ability to lead negotiations of key terms in partnership with NG Legal and Procurement.
- Apply expert knowledge of construction contract terms and remedies-including T&Cs, insurance provisions, bonding, and surety requirements-to mitigate risk and drive favorable commercial outcomes.
- Oversee contract lifecycle management, ensuring performance monitoring, compliance, and continuous alignment with program objectives across active agreements.
- Edit, compile, and manage contract documentation and exhibits using Word and PDF, ensuring accuracy, consistency, and audit readiness across all deliverables.
Required Qualifications:
- Minimum 10 years of experience in CAPEX and professional services procurement within complex project or program environments.
- Demonstrated ability to lead procurement services teams, drive processes, and deliver end-to-end procurement strategies.
- Proven experience negotiating and managing professional services contracts in collaboration with Legal and Procurement stakeholders.
- Strong expertise in construction contract administration, including familiarity with T&Cs, insurance provisions, bonding, and surety requirements.
- Private sector experience is acceptable; candidates must demonstrate the ability to operate in structured, compliance-driven environments.
- Strongly preferred: experience with state, municipal, or federal government contract administration and regulatory frameworks.

We offer nine paid holidays and 20 days PTO that accrue per year. The salary range for this position is $140,000 - $160,000. Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
