Position Summary

Ethic Tech, LLC is seeking an experienced Pricing Analyst to support the development of competitive, compliant, and financially sound pricing strategies for federal government proposals and contracts. The Pricing Analyst is responsible for preparing detailed cost proposals, pricing models, labor rate analyses, and financial evaluations for prime and subcontract opportunities across multiple contract types.

The ideal candidate possesses extensive Government Contracting (GovCon) experience and a thorough understanding of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Cost Accounting Standards (CAS), Service Contract Act (SCA), and government cost proposal requirements. This position works closely with Business Development, Capture Management, Contracts, Program Management, Human Resources, and Accounting to support proposal development and contract execution.

Essential Duties and Responsibilities
  • Develop detailed pricing and cost proposals in response to Requests for Proposal (RFPs), Requests for Quote (RFQs), Requests for Information (RFIs), and Task Order opportunities.
  • Prepare compliant cost volumes and pricing narratives for federal government solicitations.
  • Analyze solicitation requirements, contract terms, labor categories, wage determinations, and indirect cost impacts.
  • Build and maintain complex pricing models utilizing Microsoft Excel and other financial analysis tools.
  • Develop direct labor, indirect cost, subcontractor, material, travel, and Other Direct Cost (ODC) estimates.
  • Perform labor market analysis and compensation benchmarking to support recruiting and pricing strategies.
  • Analyze Service Contract Act (SCA) wage determinations and map labor categories appropriately.
  • Evaluate incumbent staffing structures and develop competitive transition and staffing cost models.
  • Coordinate pricing inputs with Business Development, Capture Managers, Program Managers, Human Resources, Recruiting, Contracts, and Accounting personnel.
  • Support cost realism, price-to-win, competitive assessments, and profitability analyses.
  • Review subcontractor pricing proposals for compliance, completeness, and reasonableness.
  • Prepare pricing summaries, management briefings, and executive-level pricing recommendations.
  • Support negotiations with customers, subcontractors, and teaming partners.
  • Maintain pricing databases, labor rate libraries, historical proposal data, and estimating tools.
  • Assist with contract modifications, equitable adjustments, Requests for Equitable Adjustment (REA), and pricing change proposals.
  • Support audits, incurred cost reviews, DCAA requests, and pricing-related compliance activities.
  • Ensure all pricing activities comply with applicable FAR, DFARS, CAS, Truthful Cost or Pricing Data requirements (formerly TINA), and company policies.
  • Participate in proposal color team reviews and support proposal submission activities as required.


Required Qualifications
  • Bachelor's degree in Finance, Accounting, Business Administration, Economics, Mathematics, or a related field required.
  • Master's degree preferred.
  • Minimum of ten (10) years of progressive pricing, cost estimating, financial analysis, or proposal pricing experience within the Federal Government Contracting industry.
  • Demonstrated experience developing pricing for federal government proposals as either a prime contractor or major subcontractor.
  • Experience supporting competitive bids across multiple agencies, including DoD, civilian agencies, and/or intelligence community customers.
  • Experience pricing Cost-Plus, Firm-Fixed-Price (FFP), Time-and-Materials (T&M), Labor-Hour, and IDIQ contract vehicles.
  • Experience interpreting and applying Service Contract Act (SCA) wage determinations.
  • Experience supporting DCAA-compliant estimating systems and proposal development processes.


Required Knowledge, Skills, and Abilities
  • Comprehensive knowledge of FAR, DFARS, CAS, and federal acquisition regulations.
  • Strong understanding of government proposal pricing methodologies and cost structures.
  • Advanced Microsoft Excel skills, including complex formulas, pivot tables, lookup functions, financial modeling, and scenario analysis.
  • Knowledge of indirect rate structures, fringe, overhead, G&A, and fee/profit calculations.
  • Ability to conduct cost realism and price-to-win analyses.
  • Strong analytical, quantitative, and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple proposals simultaneously under strict deadlines.
  • Strong attention to detail and commitment to accuracy.
  • Ability to work effectively in a cross-functional proposal environment.


Preferred Qualifications
  • Certified Cost Professional (CCP) certification.
  • Experience with Unanet, GovWin, Deltek Costpoint, ProPricer, or similar GovCon pricing tools.
  • Experience supporting proposals exceeding $50 million in contract value.
  • Experience supporting strategic capture and business development efforts.
  • Active Secret security clearance or the ability to obtain and maintain one.


Physical Requirements
  • Prolonged periods of sitting and working at a computer.
  • Ability to review detailed financial data and pricing documentation.


Work Environment

This position operates primarily in a professional office environment with frequent interaction among Business Development, Capture, Contracts, Human Resources, Finance, and Executive Leadership teams. The role requires the ability to work under tight proposal deadlines and manage multiple competing priorities while maintaining a high level of accuracy and compliance.
