DEFINITION
Under administrative direction of executive management, Senior Policy Analyst plans, implements, coordinates, and manages projects of major significance related to the development and delivery of court programs and services; serves as liaison and works with other courts, county departments, public officials, community groups, and advisory panels concerning project activities; and performs related duties as required.

TYPICAL DUTIES

  • Promotion and administering the Court's Alternative Dispute Resolution Program(s). Provides information to attorney, parties, and potential ADR providers to aid them in navigating the process effectively.

  • Managing the programs administration aspects including tacking progress, monitoring compliance with ADR orders to ensure case proceeds efficiently; collecting and analyzing data on ADR outcomes and ensuring the Court's ADR programs run efficiently.
  • Serves as a point for contact for Judges, court staff, lawyers, and the public about ADR processes and procedures.
  • Oversees the tracking and analysis of pending legislation. Ensures consistent implementation of legislative changes, California Rules of Court, and Judicial Council forms. Collaborates with Legal, Fiscal, and Court Management to review and respond to Invitations to Comment.
  • Oversees the development and implementation of governance documents, local rules, and forms.
  • Oversees the preparation and maintenance of written procedures and job aids for court staff, bench tools, including quick reference guides, flow charts, and checklists; develops public information sheets, guides, and education materials; and oversees the development and delivery of Operations training.
  • Plans, implements, coordinates, and manages project activities that involve formulating and improving the administration of justice programs and services; develops work plans and project goals, and monitors project activities to ensure satisfactory and timely progress.
  • Conducts research and benchmarks with other agencies in the design and development of court-related program components; conducts statistical and cost benefit analyses; prepares surveys used in problem analysis and program development; compiles and analyzes data; conducts feasibility and needs assessment studies; prepares reports of findings; develops and prepares comprehensive proposals, reports, and recommendations related to the planning, implementation and evaluation of court projects and programs.
  • Guides planning and project management efforts by ensuring fiscal, strategic, operational, and other applicable policies, procedures, or laws are followed. (ADR, Pretrial Services, etc.)
  • Collaborates with Court Technology Unit to create/maintain case management system requirements to ensure data needed for reporting and grant funding purposes are met.
  • Completes operational requirements by scheduling work, coordinating team efforts, and following up on work results. Contributes to team effort by performing highly detailed work on multiple concurrent tasks under strict deadlines.
  • Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, monitoring legislation, establishing personal networks, and participating in professional societies.
  • Works closely with judicial officers, the court and other public officials, representatives of other county departments, community groups, and agencies, and advisory panels to gather information/feedback, garner acceptance for the project; obtains consensus and ensures the project will meet customer needs; develops, facilitates, and coordinates multi-disciplinary committees and task forces; prepares and conducts presentations for government and community officials and groups.
  • In coordination with the Court Public Information Officers, plans, prepares, and distributes news releases and responds to media inquiries regarding court cases and programs; determines the best approach for disseminating court information to the public, the media, and other interested parties.

KNOWLEDGE OF:
Principles and techniques of project management; contract administration, government bidding and purchasing procedures; court functions, organization and structure; data collection and analysis methods; policy and procedures development and implementation; principles and theory of public administration including general administration, fiscal management and accounting; principles and practices of personnel management; business process re-engineering theory and strategies; workflow planning; federal and state legislative processes as related to local government and funding practices of state and federal agencies providing revenue sources; technical report writing.

ABILITY TO:
Plan, implement and coordinate project activities with county and court management, elected officials and representatives of other agencies; identify and develop solutions and strategies to resolve highly complex and sensitive problems and issues; prepare executive-level correspondence and reports; communicate effectively, both orally and in writing; prepare and administer contracts, grants and proposals; conduct data and problem analysis; establish and maintain effective working relationships with judicial officers, public officials, community groups, and government agencies; prepare and conduct oral presentations for high level officials and groups; think and communicate in a strategic and proactive manner.
MINIMUM REQUIREMENTS AND QUALIFICATIONS

Education/Experience:
Graduation from an accredited college or university with a Bachelor's degree in public or business administration, industrial or organizational psychology, criminal justice, court administration, or a closely related field; AND five (5) years of full-time, increasingly responsible, administrative experience including fiscal and problem analysis, and planning and coordinating major projects dealing with highly complex and sensitive issues in a large public agency or court; two (2) years must have included supervisory experience.

SUBSTITUTION:
A Master's degree from an accredited college or university in public or business administration, industrial or organizational psychology, criminal justice, court administration, or a closely related field may substitute for two (2) years of non-supervisory experience.
