Full Job Description
The Senior Policy Analyst for Housing will support the Comptroller's policy and oversight work aimed at addressing New York City's housing affordability crisis.
Working as part of the Office's Policy Bureau, the Senior Policy Analyst will conduct original research, analyze housing policy and government performance, develop policy recommendations, and contribute to reports, testimony, and other written products. The position will work closely with colleagues across the Comptroller's Office including Budget, Audit, Legal, Contracts, and the Bureau of Asset Management to identify opportunities to improve housing policy, strengthen accountability, and expand housing opportunity.
Key Responsibilities
-Conduct policy research and oversight related to housing affordability, housing production and preservation, tenant protections, homelessness, and land use.
-Analyze City administrative, budget, demographic, and operational data to support policy development.
-Produce policy reports, issue briefs, testimony, memoranda, and presentations.
-Monitor City, State, and federal legislative, regulatory, and policy developments affecting housing.
-Develop policy recommendations to improve housing affordability and strengthen public systems.
-Support cross-bureau initiatives with Budget, Audit, Legal, Contracts, Bureau of Asset Management, and other teams.
-Work closely with the Bureau of Asset Management, which leads the Comptroller's housing investment initiatives, to ensure coordination across the Office's broader housing agenda.
-Build relationships with community organizations, tenant advocates, researchers, government agencies, and other stakeholders.
-Represent the Office in meetings and stakeholder convenings as appropriate.
-Perform other related duties as may be required.
QUALIFICATION REQUIREMENTS: A bachelor's degree from an accredited college or university and three (3) or more years of professional experience in housing policy, urban planning, public policy research and analysis in government, nonprofit organization, academia, or a related area; or a satisfactory combination of education and experience equivalent to the above.

Qualifications
1. A baccalaureate degree from an accredited college with major in accounting, business administration, public relations, city planning, urban renewal, law, or a related field and three (3) years of satisfactory, full-time, responsible experience in housing, education, health services, planning, state-federal-city relations, or community relations involving administration or program development and evaluation; or
2. A satisfactory equivalent.
