Full Job Description
The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state.

The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state. The NYISO's Interconnection Studies department invites applications for a full-time Senior Planning Engineer.

The Senior Planning Engineer coordinates, performs and reviews technical studies related to the interconnection of proposed new generation, transmission and load facilities to the New York State transmission system. Also coordinates with other SRP and NYISO departments as necessary to prepare various reports and filings as appropriate. Will respond to customer, regulator or other outside inquiries as appropriate and assists in development or review of new or modified documents such as tariffs, manuals, reliability standards, etc. as appropriate. Generally, a Senior Planning Engineer provides high level technical guidance to other System and Resource Planning staff or other departments as necessary.

ESSENTIAL DUTIES and RESPONSIBILITIES
  • Reviews proposed project facilities including the conceptual design for interconnection of the project to the NYS transmission system and associated modeling data provided for the project.
  • Prepares and/or reviews base cases to be used in interconnection studies.
  • Provides technical coordination with others involved in the performance of interconnection studies including the interconnection customers, transmission owners, consultants, etc.
  • Performs or reviews the technical analysis (power flow, short circuit, deliverability, and/or stability analysis) for interconnection studies.
  • Evaluates and identifies any system upgrade facilities and/or system deliverability upgrades required for proposed projects and develops cost estimates for the identified upgrades.
  • Prepares and/or reviews interconnection study reports and associated documentation.
  • Leads and/or participates in project study meetings.
  • Participates and presents at stakeholder meetings as appropriate.


Qualifications:
  • Bachelor's Degree in Electrical Engineering or related technical field required with a concentration in power systems preferred; Master's Degree desired.
  • A minimum of five years experience in the areas of power system planning or design, planning and/or design of transmission system facilities preferred.
  • Knowledge of the following software tools is desired:
    • Power Flow (Siemens PTI PSS/E & PowerGEM TARA)
    • Steady State Analysis (PowerGEM TARA program or equivalent)
    • Stability (primarily PSS/E)
    • Short Circuit (primarily ASPEN)
  • Knowledge of reliability standards and practices related to power system planning and design.


ADDITIONAL REQUIREMENTS
  • Ability to read, analyze and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write presentations and articles using prescribed techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups and/or boards of directors.
  • Ability to comprehend and apply principles of advanced calculus, modern algebra and advanced statistical theory. Ability to work with concepts such as limits, rings, quadratic and differential equations and proofs of theorems.
  • Intermediate competency in Windows operating environment using MS Office applications, e-mail and internet programs.
  • Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, musical notes, etc.) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.

WORK ENVIRONMENT

The noise level in the work environment is usually moderate. Contact with staff and public will occur. Travel may be required to attend and/or conduct meetings, conferences and training. This position may require work on nights, weekends or holidays.
