Position Overview

We are seeking a highly skilled Senior Oracle SQL Analyst with extensive experience developing SQL solutions directly against large, normalized Oracle transactional databases. This is not a traditional Business Intelligence or Dashboard Development role.

Approximately 70-80% of this position involves writing and optimizing Oracle SQL and PL/SQL to support operational reporting, executive decision-making, legislative reporting, research, and strategic initiatives.

The ideal candidate will be able to independently analyze business requirements, identify the appropriate database tables and relationships, and develop complex SQL solutions from scratch without relying on data warehouses, semantic models, visual query builders, pre-built datasets, or AI-generated SQL.

Required Experience
  • 5+ years of Oracle SQL development against transactional databases.
  • 5+ years writing complex SQL using joins, CTEs, subqueries, CASE statements, aggregate functions, and analytic functions.
  • 5+ years working with normalized relational database design and table relationships.
  • 3+ years developing automated SQL jobs and database scheduling processes.
  • 3+ years translating business requirements into SQL solutions.
  • 3+ years supporting operational reporting and data analysis.

Preferred Experience
  • 3+ years of Oracle PL/SQL development (procedures, functions, packages, and views).
  • 5+ years troubleshooting SQL, optimizing query performance, and validating data.
  • Experience with Tableau or other data visualization tools.
  • Experience working with criminal justice systems or other large transactional database environments.

Key Responsibilities
  • Develop, maintain, and optimize complex Oracle SQL and PL/SQL programs.
  • Write efficient SQL queries from scratch against normalized Oracle transactional databases.
  • Analyze business requirements and determine the appropriate tables, relationships, joins, and business rules needed to answer complex business questions.
  • Extract, validate, transform, and analyze operational data for reporting, research, grants, and executive requests.
  • Develop and maintain automated SQL processes, scheduled database jobs, and recurring data refreshes.
  • Troubleshoot SQL scripts, scheduled jobs, and data quality issues.
  • Create efficient, reusable, and well-documented SQL code.
  • Support recurring operational reports, KPIs, legislative reporting, and research initiatives.
  • Collaborate with business stakeholders to gather reporting requirements and communicate analytical findings.
  • Support Tableau dashboards and other data visualization initiatives as needed.
