Full Job Description
ASRC Federal Facilities Logistics, a subsidiary of ASRC Federal, is seeking a Senior Operations Manager to support our Prime NASA program at Goddard Space Flight Center in Greenbelt, MD. This can be a remote position with periodic site visits. The Senior Operations Manager supports the Program Manager in executing and overseeing a NASA Goddard Space Flight Center (GSFC) facilities maintenance contract, including Indefinite Delivery/Indefinite Quantity (IDIQ) task order work. This position leads daily operations supporting mission-critical facilities, laboratories, cleanrooms, and infrastructure, with an emphasis on safety, mission assurance, engineering rigor, and compliance with applicable NASA Procedural Requirements (NPRs). Key Responsibilities IT and Technical Project/Program Management 317Coordinate technical projects that support facilities operations, including maintenance management systems, project controls, reporting tools, and related technology. 317Work with GSFC technical stakeholders, engineering teams, and authorized IT organizations to define requirements, interfaces, schedules, and responsibilities for projects involving facility systems and technology. 317Oversee technical project plans, dependencies, risks, testing, and implementation to minimize disruption to mission-critical operations. 317Support accurate data collection and reporting for maintenance performance, IDIQ task orders, costs, schedules, and operational metrics. Program and Contract Operations 317Support the Program Manager in executing the GSFC facilities maintenance contract, including institutional services and IDIQ task orders. 317Plan, organize, and direct daily operations in accordance with the Performance Work Statement (PWS), GSFC site requirements, and applicable NASA NPRs. 317Represent the contractor in operational discussions with GSFC stakeholders, as delegated by the Program Manager. IDIQ and Task Order Management 317Support the receipt, evaluation, and execution of GSFC-issued task orders, including scope review, technical coordination, cost estimating, and schedule development. 317Coordinate task order kickoff meetings with GSFC Contracting Officer's Representatives (CORs), facility managers, engineering authorities, and safety representatives. 317Track performance and risks, and develop corrective actions or recovery plans when needed. Facilities Maintenance Oversight 317Oversee preventive, predictive, and corrective maintenance for GSFC buildings, laboratories, cleanrooms, and mission-critical systems, including HVAC, electrical, mechanical, and specialized facility systems. 317Coordinate maintenance activities to support continuous flight hardware processing, integration, and test operations. 317Work with GSFC engineering and operations organizations to resolve technical and operational issues. Safety, Mission Assurance, and Compliance 317Promote a strong safety and mission assurance culture. 317Support compliance with applicable NASA NPRs, GSFC safety manuals, environmental requirements, and work control processes. 317Support mishap reporting, incident investigations, root cause analyses, and corrective actions in coordination with GSFC Safety and Mission Assurance (SMA). Cost, Schedule, and Performance Management 317Monitor labor, material, and subcontractor costs across base operations and IDIQ task orders. 317Track schedules, milestones, key performance indicators, and required service levels. 317Support monthly performance reports, metrics, and management briefings. Stakeholder Engagement and Communication 317Serve as an operational interface with GSFC CORs, facility managers, engineering authorities, and technical monitors. 317Communicate contract status, risks, and issues that could affect GSFC missions. 317Prepare and deliver technical and management briefings. Subcontractor and Workforce Management 317Coordinate and oversee subcontractors performing facilities maintenance or IDIQ task order work. 317Support workforce planning, onboarding, training, and personnel performance management. 317Monitor subcontractor compliance with GSFC safety, security, and quality requirements. Continuous Improvement 317Identify and implement process improvements that strengthen safety, reliability, and performance. 317Use lessons learned and trend analysis to improve contract operations and task order delivery. Required Qualifications 317Bachelor's degree in engineering, facilities management, construction management, business, information technology, or a related field, or equivalent experience. 317Eight to ten years of experience supporting or managing government facilities maintenance, base operations, technical programs, or similar service contracts. 317Experience supporting IDIQ contracts and task order execution. 317Experience managing technical projects, coordinating multidisciplinary teams, and tracking cost, schedule, and performance. 317Understanding of mission-critical facilities operations and engineering coordination. 317Strong leadership, communication, and organizational skills. Preferred Qualifications 317Experience at NASA GSFC or on a GSFC institutional support services contract. 317Familiarity with NASA NPRs and GSFC safety and work control processes. 317Experience supporting laboratories, cleanrooms, or flight hardware facilities. 317Experience with maintenance management systems, project controls tools, or operational reporting systems. 317Professional certification such as PMP, CFM, PE, or an equivalent credential.
