Description: ACT1 Federal is seeking an experienced Senior Manufacturing and Industrial Base SME to provide senior manufacturing, capacity, facility, tooling, workforce, quality, and industrial-base expertise to validate constraints and design executable interventions.

Responsibilities:

Manufacturing and Production Assessment:
  • Assess manufacturing processes, production flow, capacity, throughput, cycle time, work in process, yield, quality, equipment utilization, test capability, and schedule performance for assigned programs.
  • Identify and validate constraints involving material, labor, tooling, equipment, facilities, engineering, quality, test, planning, and lower-tier suppliers.
  • Evaluate current and planned production rates, surge potential, capacity-expansion proposals, recovery schedules, and readiness to meet Navy demand.
  • Apply manufacturing and operational judgment to distinguish symptoms from root causes and determine which constraints have the greatest effect on weapon-system deliveries.

Industrial Base and Supplier Analysis:
  • Analyze prime contractor and supplier capabilities, critical dependencies, sole-source exposure, long-lead materials, obsolescence, workforce limitations, and other sources of industrial fragility.
  • Assess how infrastructure, capital equipment, technology, qualification requirements, market conditions, demand stability, and supplier economics affect production performance.
  • Support supplier and production-site engagements, data reviews, interviews, and working sessions with program offices, industry, DCMA, and other authorized stakeholders.
  • Evaluate industry assertions, supplier recovery plans, investment requests, alternate-source strategies, and manufacturing-improvement proposals against available evidence.
  • Identify opportunities for process improvement, supplier development, workforce action, technology adoption, alternate sourcing, infrastructure modernization, or targeted investment.

Advisory and Implementation Support:
  • Serve as a senior manufacturing and industrial-base advisor to the BOND team for assigned PAE and weapon-system priorities.
  • Integrate manufacturing findings with supplier, schedule, cost, investment, engineering, acquisition, and program data to develop executable recommendations.
  • Develop recovery actions, implementation roadmaps, owners, milestones, performance measures, risk indicators, and escalation criteria.
  • Prepare and present executive briefings, industrial assessments, alternatives analyses, issue papers, site-visit findings, and decision memoranda to PAEs and senior DASN DIB leaders.


Requirements:
  • Bachelor's degree from an accredited institution in engineering, manufacturing, industrial technology, operations management, supply chain, business, or a related discipline.
  • 10+ years' experience in defense manufacturing, production operations, industrial-base analysis, supplier management, engineering, or a closely related field.
  • Demonstrated experience assessing manufacturing capability, capacity, production flow, quality, schedule, and root causes of performance shortfalls.
  • Experience evaluating prime contractor or supplier operations and developing practical recovery, capacity, investment, or process-improvement recommendations.
  • Strong knowledge of manufacturing measures such as capacity, throughput, cycle time, work in process, yield, utilization, downtime, quality, and delivery performance.
  • Experience leading cross-functional analysis and communicating technical and operational findings to senior Government and industry leaders.
  • Active Top Secret Clearance required.
