Full Job Description
This is a build phase: headcount is scaling quickly across highly technical and highly specialized roles, and the company needs a talent acquisition leader who can build the hiring function while the org is still being formed.

Role Overview

The Sr. Manager, Talent Acquisition will own full-cycle hiring across all of Fermi's workforce, spanning construction, financial, commercial, and other core business teams. This person will build and run the recruiting engine for a fast-scaling energy infrastructure company - setting process, managing requisitions, partnering directly with hiring managers on specialized and often hard-to-fill roles, and building the pipeline infrastructure (ATS, sourcing channels, agency/vendor relationships) needed to hire at pace.

This role is a strong fit for someone who has led talent acquisition inside a construction, energy, manufacturing, industrial, or infrastructure company and is comfortable operating without a fully built-out TA function yet - someone who wants to build the playbook, not just execute one.

Key Responsibilities

Talent Acquisition Strategy & Leadership
  • Own the end-to-end talent acquisition strategy across construction, financial, commercial, and other business functions
  • Build scalable recruiting processes, workflows, and standards appropriate for a rapidly growing organization
  • Partner with executive leadership to forecast hiring needs against Project Matador's construction and operating timeline
  • Define and track TA metrics (time-to-fill, pipeline health, offer acceptance, cost-per-hire) and report on hiring progress

Full-Cycle Recruiting
  • Manage full-cycle recruiting for open roles across assigned functions, from intake through offer and close
  • Partner directly with hiring managers to scope roles, define requirements, and build sourcing strategy - particularly for specialized construction, engineering, and financial/commercial roles
  • Source and screen candidates directly for priority and hard-to-fill roles
  • Build and maintain a strong pipeline of passive and active candidates across target functions

Vendor & Agency Management
  • Manage relationships with external recruiting agencies, staffing partners, and contingent labor providers as needed to supplement direct sourcing
  • Evaluate and select ATS and recruiting tools appropriate to the company's stage

Process & Compliance
  • Ensure hiring practices comply with relevant federal, state, and local employment law
  • Build consistent interview processes, scorecards, and candidate evaluation frameworks across functions
  • Manage offer construction and negotiation in partnership with HR/People leadership


Requirements

Required
  • 7+ years of talent acquisition experience, including experience recruiting for construction, technical, or industrial roles
  • Demonstrated experience building or scaling a talent acquisition function, ideally within a high-growth or project-based organization (construction, energy, industrial, or infrastructure preferred)
  • Track record recruiting across a range of functions simultaneously (e.g., field/construction roles alongside corporate finance, commercial, or business roles)
  • Strong stakeholder management skills - comfortable partnering directly with senior leaders and technical hiring managers
  • Experience managing ATS platforms, sourcing tools, and recruiting vendors/agencies
  • Willingness to work across and travel between Dallas and Amarillo, TX

Preferred
  • Experience recruiting for power generation, energy infrastructure, or large-scale construction/EPC projects
  • Familiarity with skilled trades and construction labor markets in Texas
  • Experience hiring at a company scaling rapidly from an early-stage or pre-operational phase
